<br />Gentlemen:-- Your Special Almshouse Committee
<br />
<br />respectfully reports herein concerning the following, matter referred to it October 17, 1911:
<br />
<br /> A reoommendatioh of the Committee that in future inmates of the Almshouse shall be sent there
<br />on the order of the Chairman or the Vice-Chairman of the Almshouse Committee only, when requested
<br />so to do e~ther by the Mayor, H~alth Officer, or the Physician to the Poor.
<br /> In the report of the Committee, as it went to the Common Oouncil, the Vice-Chairman of
<br />the Almshouse Committee acted in sending inmates to'the Almshouse only when~the Chairman of said
<br />Committee could not act; but this recommendation was amended in the Common Council so as to allow
<br />either the'~Chairman or the Vice-Chairman so to act.
<br /> Me'have reconsidered the~who!e matter and desire to repeat the recommendation originally
<br />made to the Common Council, namely:
<br /> "That in future inmates of the Almshouse shall be sent there
<br />

<br /> First. Matters adopted by the Board of Aldermen November Ztst and referred to the
<br />oil for concurrence.
<br /> To adopt a resolution to redistrict ~he severai~City Nards.

<br /> T5 endorse a j~int resolution to extend the Deep Creek ~acadam road across the Swamp which diL
<br />vides Virginia and No=th Carolina.
<br />
<br /> To.instruct the Street Committee to make thorough ins~ection~ with the aid o~ expert and prac-
<br />tical assistance~ of the entire work done by the Bithulithmc Paving Gent=actors, mn order to secure
<br />the class of work for which contract was made.
<br />
<br /> All of the above were conceded.in, except the section in regard to instructing the Street
<br />Commmttee to mak~ thorough inspection, &8., of the entire work done by the paving contractors, which
<br />said section~was referred to the Street Committee to ascertain the cost of making said inspection.
<br />
<br /> Second. Matters adopted by the Jci~t Session November ~gth and referred to the two branches
<br />of Council for concurrence.
<br />'~ To appropriate $1~0.00 to pay the expenses of the Health Officer to
<br />Havana, Cuba.
<br />
<br />To authorize the Public Property Committee to advertise for bids to build a new Clerk's office.
<br />
<br /> To refer to the Fire Committee a petition from sundry residents cf the Fourth Nard to establish
<br />a fire eompany, equip i~'with apparatus, a~d erect a house on a lot owned by the City on the south
<br />side of Lincoln street, between Third and Fourth.
<br />
<br /> To appoint two ~ember~ of the Sixth Ward Local Board to meet with tha Council Committee and
<br />Committee from the B. ~. A., for a conference concerning street car routes, t~aokage,
<br />
<br /> All of the above were concurred in, except the appropriation of $150.00 to pay the expenses of
<br />the Health Officer to Havana, Cuba, which said appropriation was referred to the Joint~ Finance Gem-
<br />mittee.

<br /> Third. Matters adopted by the Common Council December. 1Eth and referred to the Board of Alder-
<br />men for oonclLTrence.
<br /> To instruct the Auditor to pay off City employees for December.in January, l~lB~
<br />
<br /> To refer to the Joint Committee on Public Deck to consider the advisability of a canal from the
<br />Cat Hole bridge to Court street.
