July 12, 1994 <br /> <br />94-278 - Letter from the City Manager recommending adoption of <br />a motion to transfer $38,5~8 from the Grants Contingency <br />Account for the continued funding of the Victim Witness <br />Program. <br /> <br /> The Commonwealth's Attorney's Office has applied for <br />continued funding of the Victim Witness Program from the <br />Department of Criminal Justice Services. This grant has been <br />approved for $38,518 with a required local cash match of <br />$3,852. This match which is 10% of the total grant has been <br />included in the General Fund Budget for FY95. <br /> <br /> This program has been in existence since 1976'&nd provides <br />crucial services needed by citizens in Portsmouth when they <br />become victimized by crime. The program goals for fiscal year <br />1994-95 include: <br /> <br /> 1. Providing direct services to over 592 victims; <br /> <br /> 2. Assisting over 190 victims in filing for crime <br /> compensation resulting in over $220,000 in awards; and <br /> <br /> 3. Having direct contact with over 5,000 victims and <br /> witnesses to crime. <br /> <br /> I, therefore, recommend the transfer of $38,518 from the <br /> Grants Contingency Account to fund this program." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Clemons, to <br /> transfer $38,518 continued funding for the Victim Witness <br /> Program, and was adopted by the following vote: <br /> <br /> Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br /> Nays: None <br /> <br /> 94-279 Letter from the City Manager recommending adoption of <br /> a motion to transfer $111,800 from the Grants Contingency <br /> Account to continue to fund the City of Portsmouth Community <br /> Diversion Incentive (CDI) Program. <br /> <br /> "I am pleased to inform you that the State Department of <br /> Corrections will continue for the third year to fund the City <br /> of Portsmouth Community Diversion Incentive (C.D.I.) Program. <br /> This grant for $111,800 is funded by the State and requires no <br /> local match. <br /> <br /> The program is designed to provide supervision, treatment <br /> and rehabilitation services for non-violent, adult offenders. <br /> The concept of C.D.I. is to allow offenders to be placed back <br /> into the community in lieu of jail or penitentiary time. While <br /> in the co~unity, these individuals are strictly supervised and <br /> must follow a rehabilitation/treatment plan. <br /> <br /> It is noteworthy to mention that the annual cost of <br /> incarceration in a prison is approximately $18,000 a year. <br /> However, through the C.D.I. and offender can be supervised and <br /> given tailored rehabilitation for approximately $4,200 per <br /> year. <br /> <br /> I recommend approval of the program and the transfer of <br /> $111,800 from the Grants Contingency Account to support the <br /> program." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to <br /> transfer $111,800 to continue funding of the Community <br /> Diversion Incentive (CDI) Progr~m, and was adopted by the <br /> following vote: <br /> <br /> Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br /> Nays: None <br /> <br /> <br />
