"The cost of same could only be obtained from expert who might be selected.
"The Bithulithic Paving was sampled, from time to~Zme, during the progress of the Paving and
t~e samples were tested and reported uoon by Row & Sm~th~ $24 East ~ls? Street, New York, N.
a~Jd their reports on all samples take~ w~,re to the effect t~at the materials of which the Paving
~t.mixture was composed was first class ~n every respect.
-"The employment of an expert for the purpose named would be costly a~d entirely unnecessar~ as
the Paving materials as laid were thoroughly 'tested by Nessrs. Dow & Smith~ expert chemists, sexect-
ed by yourself.
"The reports of tests made by Dgw & Smith are on file in my office and can be seen when desir-
ed
"Respectfully submitted~
"V. O. Cassell~ Jr.,
Oity Engineer."

It is the intention of the Committee: after the City Engineer has made his final exami-
nation and has found the work satisfactory~ to go over the-entire work and thoroughly inspect the
same, before approving the final payment of the 15~ reserved.
As experts have been employed throughout the progress of the work and as the work has now
practically been completed, we are of the opinion that the employment of other experts at this time
would be a useless waste of money.

request of the Tidewater Knitting Mills rom pavoment
Progress.

of Chestnut street~ from South to E~ke
i~ in exoense of imur~in~ Jefferson
