<br /> The Mayor returned his approval of the following matters adopted by the two branches of City

<br /> $1,790.00 to the Gamewell Fire-Alarm Telegraph Company for a Six Circuit Fire Alarm Repeater
<br />and Automatic Storage Battery~ and an extra appr~oriation of $484.58 for wiring said apparatus; out
<br />of appropriation for Six Circuit Switch Board in the "budget"'for 191E.
<br /> $1~0.00 each to James~A. Mulvey, Geo. D. Lawrence, and H. L. Alexander, late assessors of City ·
<br />real estate.
<br /> A special appropriation of $585.50 to pay Street Cleaning bill~ contracted during 1911.
<br /> An order of Court to relieve W. S. Griffin, a~ministrator of estate of Joseph H. Parker,
<br />ceased, from payment of $475.00 of City taxes.

<br />Repeal all Ordinances in conflict herewith."

<br /> With regard to disapproval of appropriation of $~99.~0 to cover expenses of delegations to
<br />Richmond in matter of the "No~foik Water Bill," he gave the following reasons:

<br /> ~I disapprove of the appropriation of $$99.50 to cover expenses of delegations to Richmond in
<br />the matter of the 'Norfolk Water Bill.'
<br /> "The resolution to appropriate this money should have been presented to the Mayor before the
<br />expense was incurred and not after it has been incurred, and I que~stion the constitutionality of
<br />propriating money for expenses of citizens, mot members of the Council, nor do I see that there was
<br />any necessity of sending to Richmond such a large delegation or any delegation at the ti~e.most o£
<br />the~Citizens went, inasmdch as the matter hadbeen settled to the satisfaction of the city-s repro-
<br />sen~atives before the delegation left for Richmond. -
<br /> "If it was the desire of the Council to pay the expenses of any citizen who desired to appear
<br />be£ore the Committee in opposition to the 'Water Bill," then notice to that effect should have been
<br />put in the papers.
