<br /> The disapproval of the Mayor having been read, and the reasons therefor, the Chair put the ques-
<br />tion, "Shall the action of the body stand as recorded, notwithstanding the veto of the Mayor to the
<br />contrary..
<br /> Whereupon, on motion, the former action of the body was adhered to, and by the following
<br />vote:
<br /> Ayes--Walker, Williams, Moore, Langhorne, Ballentine, Adams, Privett, Markham, Davis, 9.
<br /> And for the disapproval of appropriation of $5,000.00 to the Board of Water Commissioners, which
<br />was allowed in the "budget" for 191~, he gave the following reasons:

<br /> "The appropriation of $5,000 to the Board of Water Commissioners, out of 'budget,' is disapprov-
<br />ed for the reason that there is no $5,000 now in the 'budget' for the use of the Board of Water Com-
<br />missioners.
<br /> "This $5,000 item was vetoed by me and has not been passed over my veto, and is not, therefore,
<br />in the 'budget' and an appropriation can not be made to come out of a fund that does not exist.
<br /> "I object to further appropriations to the Board of Water Commissioners until it can show to
<br />the Council that a municipal plant can be secured for the sum of $675,000.00.
<br /> "If it can not be secured for this sum, then the Council has no right to ma~e fumther appropri-
<br />ations to the Board,:6= for municipal water-works, until the qualified voters authorize an expendi-
<br />ture in excess of the $675,000.00.
<br /> "When the Board of Water Commissioners can show that a municinai water-works can be established
<br />for the Sum of $6?5,000, i will cheerfully approve, and will deem ~t my duty to approve, such appro-
<br />priations &s the Council may. see fit to make out of any available funds.

<br /> A request of W. G. Maupin for permission to build ~u overhead pipe line across King street~ for
<br />conveying water to a reservoir on his ice plant grounds, was referred to Street Committee.
<br />
<br /> A petition of the Annex Fire Company for certain improvements to their engine house was refer-
<br />red to Public Property Committee.
<br />
<br /> Mr. Davis moved to refer to Light Committee the advisability of lights at corners of B and Hat-
<br />ton, Chestnut and Queen, and Chestnut and Bart streets, each. The motion was adopted.
<br />
<br /> By the same, to refer to Ordinance Committee, the advisability of an ordinance to prohibit poul-
<br />try from running at large. The motion was adopted.
<br />
<br /> On motion of Mr. Adams, the advisability of an increase of pay of $5.00 per month for engineers
<br />of the Fire Department was referred to Pinance Committee, with Fire.
<br />
<br /> On motion of Mr. Murry, the Finance Committee was instructed to consider an appropriation to
<br />extend Dinwiddie street southwkrd to Fifth.
<br />
<br /> Mr. Markham move'd that the Finance Committee be ~nstructed to consider the advisability of pub-
<br />lishing all contracts with public service corporations, in pamphlet form, and all City ordinances in
<br />book form. The motion was adopted.
<br />
<br />By the same, that the Light C~mmittee consider a light for the corner of Wythe and Third streets.
<br /> The motion was adopted.
<br />
<br /> Mr. Davis said h~ understood that the bonds of sundry City Officers needed to be renewed because
<br />the companies in which they were insured had gone out of existence, and he moved that the matter bf
<br />renewal of such bonds be referred to the Finance Committee. The motion was adopted.
