McG~ire for laying $0~000 sq. yds.-of pavement in the Seventh Ward, all of which said items are <br />disapproved for the following reasons: <br /> "From an examination of records in my office, I can find no record of an appropriation this year <br />to pave North street, between Crawford and Water~or an appropriation to pave First street. There <br />are no funds in hand to do this work or to pay for the paving of ~0,000 sq. yds. in the Seventh Ward. <br /> "It is probably the intention of the Council to borrow the money to pay for the work and to pay <br />off the notes when bonds are sold. <br /> "For reasons before given, that is, that the City by borrowing may be forced to sell bonds at a <br />low fig~re~ or lower than it would sell for if it followed the usual course and m~de contracts for <br />paving after bonds are sold and not be.fore bonds are sold. <br /> <br /> <br />
