To expend $8,455.00 to pave First street, out of appropriation already m~de for Street Paving.
To make award to F. J. McGuire for laying SO, O00 sq. yds., more or less, of pavement in the
Seventh Ward, at $1.17 per sq. yd.

"All of the above items are ~proved, except that to expend $i,000. ~o pa~e North street, be-
tween Crawford and Water, out of appropriation already made for Street Pavzng; ztem of $8~4~5. to '
pave First street, out of appropriation already made for Street Paving; and item to make award to F.
J. McG~ire for laying $0~000 sq. yds.-of pavement in the Seventh Ward, all of which said items are
disapproved for the following reasons:
"From an examination of records in my office, I can find no record of an appropriation this year
to pave North street, between Crawford and Water~or an appropriation to pave First street. There
are no funds in hand to do this work or to pay for the paving of ~0,000 sq. yds. in the Seventh Ward.
"It is probably the intention of the Council to borrow the money to pay for the work and to pay
off the notes when bonds are sold.
"For reasons before given, that is, that the City by borrowing may be forced to sell bonds at a
low fig~re~ or lower than it would sell for if it followed the usual course and m~de contracts for
paving after bonds are sold and not be.fore bonds are sold.
