<br /> "Upon information given me by the City ~nginee~, I issued summonses against
<br />several lot owners in the Seventh Ward for violation of section B60 of the city ordinances, which
<br />ordinance requi~es alt lots on streets to be paved to have a lead pipe connection with the water
<br />main.
<br /> "With one exception, the street on which the lots were located which had not been connected
<br />with the water mai~ by a lead pipe, had been paved, or partly paved, when the parties appeared be-
<br />fore ~e.
<br /> "It was contended by those who had not complied with section ESO that the pavement laid, Dolar-
<br />way, was not such as the ordinance, when adopted, oontemplated~that lead pipe should be laid under,
<br />and that since the adoption of the ordinance a method has been devised by which the pipe can be
<br />forced under the pavement.
<br /> "One party owned eighteen lots and claimed that it would be many years before these lots would
<br />be built on, and that he should not be forced to go to an unnecessary expense in laying the lead
<br />pipes when water ~as not wanted~ and for the other reasons above given.
<br /> "I have, therefore, for the reasons stated, not imposed the per~lty provided by the ordinance.
<br />Should'the ctaims~made by the lot owners be correct, I would recommend that the ordinance be amended
<br />s~ as to more definitely cover the kind of pavement under which lead pipe must be laid.

<br /> A communication was read from the ~!ayor, enclosing a letter from~Lr. F. Richardson, in which he
<br />recommended the purchase of 1, O00.O0 elm trees near the Air Line Turnpike which are owned by Er. Rich-
<br />ardson, and a lease of the l~ud on which they are growing for a period of three years.
<br /> On motion, the Board concurre~ in the~ action of the Common Council in referring the matter
<br />to the Board of Park Commissioners and Finance Committee.

<br /> The ~ayor returned also hie approval of the following resolution and ordinances adopted bY the
<br />two branches of Council July 9-18th:

<br />the Mayor for his approval, became effective by reason of his ffailure to return same to the Clerk

<br /> ~ special appropriation of $320.30 for a concrete combined curb and ~tter on beth sides of Fif-

<br /> A special appropriation of SE@?.lO for a granolithic sidewalk on the west side of Fifth street,

<br /> To make award to The Lawson Constr~ction Co., Inc., zo pave First street, for $8,350.65.
<br /> To authorize the Presidents of the two branches of City Council to appoint one man, the Sixth
<br />and Seventh Wards one man: and these two appointees to appoint a third man, for composing a Board
<br />of Arbitrators, to settle the disputed question as to who should pay for water h~nts in the Sixth
<br />and Seventh Wards, and to allow the decision of these arbitrators to be final.
<br /> To instruct the City Attorney to bring a friendly suit against the Virginia Railway & Power Oom-
<br />party for $?,030.53, as its proportion of cost for~grading and lowering tracks in the Sixth Ward.
<br /> To instruct ~he City Attorney~ tc advertise for bids for purchase of a franchise to lay another
<br />track on High st~eet~ from Chestnut street to Twelfth avenue.
<br /> To instruct the Cit~ Attorney to acquire by condemnation o= otherwise, the right of way for Duke
