Mr. Montague observed that the Manager of the Southern Bell Telephone & Telegraph Company had been transferred from Portsmouth to Norfolk. He said he thought th~s City was entitled to a mana- ger of its telephone and telegraph system, and would move that a special committee of five be ap- pointed to investigate and report concerning same.
