6~p~ember ~rd, 191~. At a special meeting of the Board of Aldermen September 3rd there were present: Messrs--W. C. Moore, M. B. Lar~horne~ C~ W. ~alker, D. ~. Ballentine, L. Privett, S. T. Montague,'C. ~. Markham, W. Jones Williams, L. H. Davis, O. P. ~.~j, .... L. O. Nicholson, ll. The following directions for the special meeting were read: (See ~call~ for special meeting September 3rd, page P~$E). The "call" having been read, ~tv. Montague moved that the following matters adopted in Joint Session of this date be concurred in: Recommendation of the Joint Finance Committee to appropriate $75.00 each for three delegates to attend the League of American Municipalities: which meets in Buf- falo, N. Y. Recommendation of the Joi~t Finance Committee to appropriate $20°00 each for five delegates to attend the League of Virginia Municipalities, which meets in Alexandria, Va. The Mayor invited to go to Buffalo, N. Y., to attend the League of American Municipalities. The appointment of a special committee of five to investigate and report concerning transfer of the Manager of the Southern Bell Telephone & Tel?graph Company from Portsmouth to Norfolk. The Presidents of the two br~nchee o~ Council ~nstructed to sign warrants until said Presidents are regularly elected; and the organization of present Committees continued until new Committees are appointed by the regularly elected presidents. - Ordinance Oommittee ~equested to so amend the ordinance relative to pipes under pavements as to impose a fine for non-compliance with the provisions of same; and the City Engineer to be noti- fied at once to hermit no more paving of roadways until this ordinance is enacted, unless, however, the provisions o~ the ordinance are complied with in every particular. Finance Committee authorized to instruct the officers concerned in the assessment and collec- tion of City t~xes to assess and collect the "night soil" tax as heretofore provided for by ordi- nances or resolutions of the Council.
