~We were also impressed with this thought- The necessity of the cities becoming members of the
League and attending the Conventions. Not only will those who attend gain valuable information, f~u~
the City represented is thus more widely and favorably known than before. The Chairman off our Street
Committee has already received communications from the ~est about our incinerator plant~ and the
Chairman of your Finance Committee has received letters from Manitoba, Canada, and Newark, N. J.
"In these days of progress and forward movements, the City that fails to take %:very legitimate
opportunity to advertise herself, in the judgment of this Con~mittee~ makes a serious mistake. The
City of E. St. Louis sent 14 delegates, and the delegates from every section with whom we conversed
were "Boosters.~ We-beg to reco~mend that a larger delegation be sent to the Convention.next year;
that necessary steps be taken to have printed some advertising matte=~ such as booklets, pamphlets,
.~e~ advantages shipping facilities, &c.~ that we may be in line
&c., setting forth Portsmouth, ~ ~ ,
with those other cities who are advantageously advertising their cities to the world.
~We would not conclude this report without expressing our regret that our Mayor was prevented
_~Yom attending this Convention. Many cities were represented by the Chief Executive of the City,
and we Feel that our City is the loser by reason of his absence.

~R sspect fully,
