<br />American !~{unicipalities, which was held in Buffalo, September 18-1S-BOth, beg leave to report:
<br /> "That they attended the Convention, arriving there ~n time for the first session, which was
<br />held on Wednesday, September 18th, at 10:SO A. M., and that they attended every session of the Con-
<br />vention.
<br /> "There were representatives from States as far East as Massachusetts; West, as California; North
<br />as Manitoba, Canada; and South, as Texas. Your Committee were accorded a cordial reception, and
<br />Portsmouth was favorably mentioned for the interest manifested by her in sending delegates to the
<br />Conyention. We were much impressed by not only the character of the various delegations, but with
<br />the seal they manifested Lu the ~peeches made and questions propounded. They appeared to be men of
<br />affairs, well acquainted with business as well as civic life, and were deeply in earnest in the dis-
<br />cussion of the questions presented.
<br /> "The following sub~ects were discussed, on which able papers were read: "Ralation of the Lib-
<br />rary to the City;" "Civic Awakening;" "Importance of the Cit~ to Modern Society," "City Charter
<br />and the Short Ballot;" "Lowell's Experience ~nder Commission ~overnment;" "City Play Grounds~"
<br /> "The Operation of a City Lighting Plant;" "Sewerage of a City;" "Incinerator)" "City Water
<br /> "Nearly ali of these were freely and fully discussed, some in a mos~kbte~manner; and valuable
<br />'ideas were gathered by your ~o~mittee, which they th~nk will be of benefit to our City.
<br /> ~The idea of securing the mos~ use~i information from the discussions ~that might prove help-
<br />ful to their respective cities, se~med to be the desire of those present. Many questions asked along
<br />the lines of subjects above mentioned lead us to this conclusion.
