October 8, 1912. Pavin~ and_~ree~tI__~mrov~_~ent Bond No. $1,000. The city of Portsmouth in the Commonwealth of Virginia for value received hereby promises to pay to bearer the sum of One thousand dollars on the let day of October 19&B, with interest at the rate of 4 1/2 per cent per annum, payable semi-annually to the bearer of the c~pons therefor here- to attached as they mature, both principal and interest being payable in gold coin of the United States of the present standard of weight and fineness or its equivalent, at the irving National Ex- chang~ Bank in New ¥o~k, N. ~. This bond is issued by virtue ~ud in pursuance of the Acts of 19i0 c. 188 and the Acts of 1912 c. l?? and of an ordinance o~ the city council'duly passed and approved. And it is hereby certi- fied that every requir~mant of the constitution and laws of Virginia relating to the issue hereof has been duly complied with and that this bond is within every debt and other limit prescribed by the said constitution or laws.
