November 19, 1912. <br /> <br /> On motion, the report of the Committee was adopted, <br />referred to Finance Committee. <br /> <br /> Ordinances-- <br /> A~ <br /> Hon. Board of ~dermen. <br /> <br />the several recommended apprQpriations being <br /> <br />herein concerning the <br /> <br />temb~r 10, 1912: <br /> Referred by Common Council October 8th. <br /> Advisability of an ordinance to require horses and mule~ <br />weather. <br /> <br /> Gentlemen:-- Vour Ordinance Committee respectfully reports <br />following matters.referred to the Joint Ordinance Committee October 8 and Sep-- <br /> <br />Progress as to same. <br /> <br />to be blanketed during cold and wet <br /> <br /> Referred by Common Council September lOth. <br /> To prepare an ordinance requiring ~he Physician to the Poor to view all bodies dead, without <br /> medical attendance, and in case he may suspect that the death was not from natural causes, he shall <br /> so notify the Police Department, and said Department sha21 notify the Coroner as to same. .Progress. <br /> <br /> To~mm~md section 260 of the Ordinances in regard to lead pipes, so as to provide a penalty for <br /> violations of the ordinance. <br /> It is recommended that the following amendment be adopted therefor: <br /> <br /> An Ordinance to Repeal Sections 258, 259 and Z60 of the O~dinances of the City and to Substitute <br />in lieu thereof a new Ordinance in Reference to Mouse Connections with the Mains of the Water Company <br />where Streets are to be~hereafter Paved. <br /> <br /> Instructed to prepare an ordinance creating the offic.e, of. Police Justice, said office ~o begin <br />January i, 191S, with a salary of ~1,200.00 annually, payaoAe ~n equal instalments monthly. <br /> In view of the fact that~by action of the Councils your Committee ~aa been depr~ved of its <br />proper and usual functions, and we have only to follow your instructions to bring in-an ordinance the <br />conditions and time to become effective as yo~ have provided, we have ~equested the City Attorney to <br />prepare said ordinance, which is herewith presented without recommendation: <br /> <br /> AN ORDINANCE TO CREATE ~HE OFFICE OF A CIVIL AND POLICE JUSTICE PURSUANT TO THE PROVISIONS OF <br />AN ACT OF THE GENEB~L ASS~LY OF VIRGINIA, APPROVED ~RCH 12, 1912; TO FIX HIE TERM OF OFFICE AND <br />SALARY; AND TO FIX THE COMPENSATION OF ANY ~JBSTITUTE CIVIL AND POLICE ~JSTICE THaT MAY BE APPOINTED <br />BY THE ~JDGE OF THE. COURT OF ~iSTINGS FOR THE CITY OF PORT~OUTH~ PURSUANT TO SECTION SIX oF THE <br /> <br />SAID ACT. <br /> (See Ordinance Book). <br /> <br />(Signed). L.H. Board of ~ldermen. <br /> Gentlemen:--As-~authorized to do by the Board of Aldermen <br />October tSth and the Common Council November 12th, the Joint Almshouse Committee have advertised for <br />bids to furnish the Almshouse with supplies and the poor of the City with medicines for the year 1912~ <br />and have received the following bids therefor: <br /> <br />Rations. <br /> From: <br /> <br />I.
