City Council: <br /> "The ~Joint Finance'Committee begs leave to repor~ that, pur- <br />suant.to a resolution passed by the Common Council, on the 10th day of D~oember 19t2, and by the <br />Board of Aldermen on the 17th day of December 19i~, and approved by the Mayor on the 19th day of De- <br />cember 1912, directing the Joint Finance Committee to ascertain and report to the Council who are <br />the owners of the properties mentioned in said resolution~ and at what'prices the same, or any por- <br />tion thereof, can be purchased, it instructed the Ci~ty Attorney to obtain the information desired, <br />as will appear by a copy of the resolution passed at a meeting of the Joint Finance Committee, held <br />on mthe 19th day of December, 1@12, which resolution is made a part of this report. <br /> "Your Committee reports that the Richmond Cedar Works is the owner ofthe first parcel of land <br />mentioned in said resolution of the Council; that the John L. Roper Lumber Company is the owner ~f <br />the second parcel of land; that Cary P. Weston is'the owner of the third parcel of land; and that M. <br />E. Goetzinge= is the owner of the fourth parcel of land. <br /> "Your Committee has been in negotiation with all the~parties mentioned above, and desires to <br />repor~ progress as to Richmond Cedar Works, John L. Roper Lumber Company and Cary P. Weston. As to <br />.the fourth parcel of land mentioned in the resolution of the Council, and owned by M. E. Goetzinger, <br />the Committee reports that the City. Attorney w~ote him a ietter'under date of December BOth, 1912~ <br />a copy of which is filed herewith, to which letter ~. E. Goetzinger replied, under date of January <br />4~h, 19i3, which letter is £iled herewith, in which he states that he. has no desire to sell any of <br />the~.land mentioned to the City. <br /> "Your Conm~ittee therefore recommends that condemnation proceedings be authorized against the <br />said M. E. Goetzinger to acquire the said land. <br /> <br /> RESOLUTION: <br /> "Whereas, the Council of the City of Portsmouth, by a resolution passed by the <br />Common Council on the 10th day of~December 1912,~and by the Board of Aldermen on the 17th day of <br />December 191~, and ~nproved by the Mayor on the 19th day of December 191~, directed the Joint Fi- <br />nance Committee to-ascertain and report to the Council, at its next meeting, who are the owners of <br />the properties mentioned in said resolution, and at what prices the said properties, or any portion <br />thereof, can be purchased. <br /> "Therefore, Be it Resolved,~by the Joint Finance Committee, that the City Attorney is hereby re- <br />quested to ascertain for the Committee who are the owners of the properties mentioned in said reso- <br />lution, and to at once communicate with said owners and ascertain from them whether they will sell <br />the said properties ~entioned in said resolution-to the City of Portsmouth, and the Xoweet price <br />for which they will sell the~said properties to the City, and ~eioort She result of his p~oceedings <br />under this resolution to this Committee no~ ta~er than January llth, 19t3; and th~ City Attorney is <br />directe~ imhis letters to the Owners of said properties to state that~unless replies are received <br />from said owners~ atating whether or not they will sell said properties to theCity and at wha~ <br />price, not later than January 10th, 19t~, it will be understood by the Joint Finance Committee that <br />~hey are unwilling to sell the said properties to the City and that the Committee will~ so repor~ to <br />the Council." · ~?- <br /> <br /> ORDINANCE-- <br /> "An Ordinance to Acquire by Condemnation Certain Property Situated in Norfolk_ Coun-' <br />ty, Virginia, of which M.
