Brewer Moore, 308 Bobby Jones Drive, spoke in favor of the <br />amendment to the Classification and Pay Plan. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Pitts, to adopt <br />the following ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CLASSES OF POSITIONS ASSIGNED <br />TO PAY GRADES, ALSO REFERRED TO AS THE ALPHABETICAL LISTING OF <br />POSITIONS, GRADE AND FLSA EXEMPTION STATUS, PORTION OF THE CITY <br />OF PORTSMOUTH, VIRGINIA, CLASSIFICATION AND PAY PLAN [ORDINANCE <br />NO. 1994-38), BY ADDING THERETO THE TITLES OF ASSISTANT CITY <br />MANAGER AND CHIEF FINANCIAL OFFICER." <br /> <br />Ayes: Hawks, Pitts, Robinett, Webb <br />Nays: Clemons, Griffin, Martin <br /> <br />94-302 Letter from the City Manager recommending adoption of <br />a resolution supporting our UPARR grant application to complete <br />rehabilitation of the Neighborhood Facility Recreation Center. <br /> <br /> "The Department of Parks and Recreation has filed a <br />preliminary application for funds from the National Park <br />Service, to provide structural improvements to the second floor <br />of the Neighborhood Facility Recreation Center. The <br />Neighborhood Facility on Elm Avenue provides recreational <br />programs and facilities for a large residential area, This <br />facility is the focal point for the Department of Parks and <br />Recreation's Youth Against Drugs Program (YAD). This <br />preventative program is directed toward the "at-risk" youth of <br />the area and represents virtually the only opportunity for <br />constructive recreation. <br /> <br /> The Department of Parks and Recreation has identified <br />substantial improvements which would make this facility more <br />functional and attractive to its users, but lack of funding has <br />prevented these improvements from being made. The maximum <br />grant award is $61,210, and the City share (30%) for such a <br />grant would be $18,363. <br /> <br /> This project would be of significant benefit to many low <br />income families and would vastly improve an aging and <br />deteriorating facility. The Director of Leisure Services <br />recommends applying for this grant. I concur, and therefore <br />request your approval of the attached resolution supporting our <br />UPARR grant application." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Robinett, to <br />adopt the following resolution, and was adopted by the <br />following vote: <br /> <br /> "A RESOLUTION SUPPORTING THE CITY OF PORTSMOUTH'S <br />APPLICATION TO THE NATIONAL PARK SERVICE FOR FUNDS TO IMPROVE <br />THE NEIGHBORHOOD FACILITY RECREATION CENTER. <br /> <br /> WHEREAS, the City of Portsmouth operates the Neighborhood <br /> Facility Recreation Center located on Elm Avenue and same is a <br /> focal point for the City's Youth Against Drugs (YAD) Program; <br /> and <br /> <br /> <br />
