July 26, 1994 <br /> <br /> The proposed ordinance wit1 amend provisions dealing with <br />the appointment of directors to the Community Services Board, <br />which require that appointments to said board be broadly <br />representative of the community, to include consumers and family <br />members of consumers when practical. <br /> <br />I hereby recommend your approval of this ordinance... <br /> <br /> Motion by Mr. Robinett, and seconded Mr. Clemons, to adopt <br />the following ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988), BY AMENDING SECTIONS 2-712 AND <br />2-717 THEREOF, PERTAINING TO THE APPOINTMENT OF DIRECTORS TO THE <br />COMMUNITY SERVICES BOARD." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />94-300 Letter from the City Manager recommending adoption of <br />an ordinance to change the following voting locations: #17 James <br />Hurst Elementary School to Cradock United Methodist Church and <br />931 Woodrow Wilson High School to West Park Church of Christ. <br /> <br /> "At the request of the Electoral Board, the following <br />voting location changes are submitted for your approval. <br /> <br /> 1. Precinct ~17 James Hurst Elementary School to Cradock <br />United Methodist Church, 24 Channing Avenue. <br /> <br /> 2. Precinct ~31 Woodrow Wilson High School to West Park <br />Church of Christ, 926 Cherokee Road. <br /> <br /> Both churches have agreed to offer their facilities for <br />election day. I, therefore, recon=nend your approval of the <br />attached ordinance." <br /> <br /> Motion~ by Mr. Griffin, and seconded by Mr. Robinett, to <br />adopt the following ordinance, and was adopted by the following <br />vote: <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 10 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (1988), BY AMENDING ARTICLE III SECTION <br />10-101 AND SECTION 10-114, PERTAINING TO VOTING PLACES FOR <br />PRECINCTS 17 AND 31.· <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />94-301 - Letter from the City Manager recommending adoption of <br />an ordinance to amend Ordinance 1994-38 pertaining to the City <br />of Portsmouth, Virginia, Classification and Pay Plan to include <br />the titles of Assistant City Manager and Chief Financial <br />Officer. <br /> <br /> "As you know, I recently reorganized my executive staff. I <br />will be utilizing two position titles not listed in the <br />Classification and Pay Plan for this fiscal year. The positions <br />are Assistant City Manager and Chief Financial Officer. Please <br />be reminded that the total employee complement remains <br />unchanged. In fact, taxpayers will'realize a savings of $24,000 <br />to $36,000. <br /> <br /> <br />
