July 26, 1994 <br /> <br /> WHEREAS, the, YAD~ Program is directed towards the "at-risk" <br />youth who reside i~ the area and who have limited opportunities <br />for constructive recreation; and <br /> <br /> WHEREAS, the City's Department of Parks and Recreation has <br />identified substantial improvements which are needed to make <br />this facility more functional and attractive to its users; and <br /> <br /> WHEREAS, this application to the National Park Service is <br />for a grant that could award a maximum of $61,210.00 to the City <br />of Portsmouth, to make this Capital Improvement to the <br />Neighborhood Facility Recreation Center which grant would <br />require the City to provide a thirty percent (30%) share of the <br />grant awarded. $18,363.00 would be the City's share on an award <br />of $61,210.00. <br /> <br /> NOW, THEREFORE, BE IS RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that this project would be of <br />significant benefit to many low income families and would vastly <br />improve the City's aging and deteriorating Neighborhood Facility <br />Recreation Center. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of <br />Portsmouth, Virginia, hereby endorses the final application for <br />this ~rant and pledges to appropriate the City's thirty percent <br />(30%) share of any grant awarded pursuant to this application by <br />the National Park Service." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br /> 94-303 <br />resolution requesting the Virginia Department of Transportation <br />to allocate $1.5 million of the State's Federal Surface <br />Transportation Program (STP) and implementation of painting and <br />necessary repairs to the steel structure of the Churchland <br />Bridge located on Route 17, as an Urban Road Project. <br /> <br /> "The Virginia Department of Transportation recently <br />approved their six-year plan to allocate $1.5 million of the <br />State's Federal Surface Transportation Program funds for <br />painting and repalrs to the Churchland Bridge. However, in <br />order for the State to allocate these funds and proceed with the <br />project, they request that the City adopt the attached <br />resolution which formally requests the project. <br /> <br />Letter from the City Manager recon~nending adoption of a <br /> <br /> The Director of Public Works recommends adoption of this <br />resolution. I concur with the Director of Public Works and <br />recommend your approval of this item." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to <br />adopt the following resolution, and was adopted by the following <br />vote: <br /> <br /> "A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION TO PROCEED WITH ALLOCATION OF FUNDING AND <br />IMPLEMENTATION OF PAINTING AND NECESSARY REPAIRS TO THE STEEL <br />STRUCTURE OF THE CHURCHLAND BRIDGE LOCATED ON ROUTE 17, <br />PORTSMOUTH, VIRGINIA, AS AN URBAN ROAD PROJECT. <br /> <br /> WHEREAS, the Commonwealth of Virginia, Department of <br />Transportation has approved a highway allocation in the Final <br />Allocation of Funds Fiscal Year 1994-95 dated July 1, 1994 in <br />which certain road projects were designated for funding, design, <br />and construction within the next six years; and <br /> <br /> <br />
