July 26, 1994 <br /> <br /> "AN ORDINANCE TO APPROPRIATE $20,000.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR ENGINEERING SERVICES TO THE EDINBURGH <br />SQUARE PARKING SQUARE." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br /> Motion by Mr. Martin, seconded by Mr. Robinett, to award <br />the contract for engineering services to McPherson and <br />Associates, and was adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />94-298 - Letter from the City Manager recommending adoption of <br />an ordinance to amend Section 30-151 of the City Code to remove <br />the position of Deputy City Manager from the Police and Fire <br />Retirement Plan. <br /> <br /> "in 1990, the City Council amended the City's Fire and <br />Police Retirement System ordinance to,include the position of <br />Deputy City Manager. <br /> <br /> Councilman James T. Martin has asked for your <br />consideration of an amendment to Section 30-151 of the <br />Portsmouth City Code which would remove the Deputy City Manager <br />from membership in the Portsmouth Fire and Police Retirement <br />System. <br /> <br /> The appropriate ordinance has been prepared for your <br />consideration." <br /> <br />Jackson Shaw, 503 Linda Road, spoke in favor of the amendment <br />to the City Code. <br /> <br />Lloyd Beazley, 3186 Reese Drive, spoke in favor of the <br />amendment to the City Code. <br /> <br /> Motion by Mr. Martin~ and 9econded by Mr. Clemons, to <br />adopt the following ordinance. <br /> <br /> , :Amended m°~ionby ~r. Hawaii and s?c°nded by Mr. P~tts, to <br /> ~ appointed p~lor to July 26, 1994" <br />include the phrase who was <br />qualifying the City Manager as an employee as defined in the <br />ordinance, and while V. Wayne Orton will remain a member, this <br />action will eliminate any future City Manager from qualifying, <br />and was adopted byunanimous~ote: <br /> <br /> The original motion by Mr. Martin~, and seconded by Mr. <br />Clemons, to adopt the following ordinance to include the <br />amended phrase, and was adoptedby the following vote: <br /> <br /> ..AN ORDINANCE TO AMEND CHAPTER 30~OF~THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (1988), BY AMENDING SECTION 30-151 <br />THEREOF, PERTAINING TO THE PORTSMOUTH FIRE AND POLICE <br />RETIREMENT SYSTEM." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />94-299 - Letter from the City Manager recommending adoption of <br />a~ ordinance amending Chapter 2 of the City Code pertaining to <br />appointments to the Community Services Board. <br /> <br /> "The 1994 General Assembly of Virginia enacted changes to <br /> the laws pertaining tO certain statutes. Since these <br /> requirements do not coincide with the requirements presently <br /> listed in our City Code, changes to Chapter 2 of the City Code <br /> are necessary. <br /> <br /> <br />
