July 26~ 1994 <br /> <br /> "Phases I and II of the Brighton/South Portsmouth <br />improvements have been completed. Bids were received on July <br />14, 1994 for Phase III of these improvements. This project <br />includes upgrading water and sewer utilities; installation of <br />stormwater drainage, sidewalks, curbs and gutters; and road <br />widening. The project area encompasses Wilcox Avenue between <br />Oak and Beech as well as Beech Street and Oak Street between <br />Marshall Wilcox. <br /> <br /> The bids were competitive and favorable with today's <br />construction market (See Attachment No. 1). The total <br />anticipated project costs are calculated as follows: <br /> <br />Construction Contract (Precon Construction Company <br />Public utilities <br />Traffic Engineering <br />Contract Administration and Inspection <br />Contingencies <br />Phase IV and Future Construction <br /> <br />$554,041.20 <br />$ 2,000.00 <br />$ 60'0.00 <br />$ 50,000.00 <br />$ 60,358.80 <br />$ 30,000.00 <br /> <br />TOTAL ANTICIPATED PROJECT COST <br /> <br />$697,000100 <br /> <br /> The Director of Public Works recommends that a contract be <br />awarded to the low bidder, Precon Construction Company, and <br />requests an appropriation of $517,000 .from the Capital <br />Improvements Fund and $180,000 from the Public Utility Capital <br />Improvement Fund. The City reasonably expects to reimburse the <br />Capital Improvements Fund in the amount of $160,000 from the <br />proceeds of the sale of public utility bonds. This amount <br />represents the additional public utilities portion of the <br />improvements. <br /> <br /> I concur with the Director Of Public Works and with your <br />approval of this item, the balance in the Capital Improvements <br />Fund will be $10,339,991 and the balance in the Public <br />Utilities Capital Improvements Fund will be $984,065." <br /> <br />Reginald Allen, 1421 Wilcox Avenue, spoke in favor of the <br />improvements to the Bright/South Portsmouth area. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Griffin, to adopt <br />the following ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $517,000.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND TO $180,000.00 FROM THE PUBLIC UTILITIES <br />CAPITAL IMPROVEMENTS FUND, TO COMPLETE PHASE III OF THE <br />CONTINUING PHASED IMPROVEMENTS IN THE BRIGHTON/SOUTH PORTSMOUTH <br />AREA." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons, to <br />award a contract of Phase III of the Brighton/South Portsmouth <br />improvements to Precon Construction Company, and was adopted by <br />the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Hays: None <br /> <br />94-296 - Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $230,000 from the Capital <br />Improvements Fund for rehabilitation of the Churchland Bridge, <br />and a motion to award the contract to Blue Ridge General. <br /> <br /> <br />
