July 26~ 1994 "Phases I and II of the Brighton/South Portsmouth improvements have been completed. Bids were received on July 14, 1994 for Phase III of these improvements. This project includes upgrading water and sewer utilities; installation of stormwater drainage, sidewalks, curbs and gutters; and road widening. The project area encompasses Wilcox Avenue between Oak and Beech as well as Beech Street and Oak Street between Marshall Wilcox. The bids were competitive and favorable with today's construction market (See Attachment No. 1). The total anticipated project costs are calculated as follows: Construction Contract (Precon Construction Company Public utilities Traffic Engineering Contract Administration and Inspection Contingencies Phase IV and Future Construction $554,041.20 $ 2,000.00 $ 60'0.00 $ 50,000.00 $ 60,358.80 $ 30,000.00 TOTAL ANTICIPATED PROJECT COST $697,000100 The Director of Public Works recommends that a contract be awarded to the low bidder, Precon Construction Company, and requests an appropriation of $517,000 .from the Capital Improvements Fund and $180,000 from the Public Utility Capital Improvement Fund. The City reasonably expects to reimburse the Capital Improvements Fund in the amount of $160,000 from the proceeds of the sale of public utility bonds. This amount represents the additional public utilities portion of the improvements. I concur with the Director Of Public Works and with your approval of this item, the balance in the Capital Improvements Fund will be $10,339,991 and the balance in the Public Utilities Capital Improvements Fund will be $984,065." Reginald Allen, 1421 Wilcox Avenue, spoke in favor of the improvements to the Bright/South Portsmouth area. Motion by Mr. Hawks, and seconded by Mr. Griffin, to adopt the following ordinance, and was adopted by the following vote: "AN ORDINANCE TO APPROPRIATE $517,000.00 FROM THE CAPITAL IMPROVEMENTS FUND TO $180,000.00 FROM THE PUBLIC UTILITIES CAPITAL IMPROVEMENTS FUND, TO COMPLETE PHASE III OF THE CONTINUING PHASED IMPROVEMENTS IN THE BRIGHTON/SOUTH PORTSMOUTH AREA." Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None Motion by Mr. Martin, and seconded by Mr. Clemons, to award a contract of Phase III of the Brighton/South Portsmouth improvements to Precon Construction Company, and was adopted by the following vote: Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Hays: None 94-296 - Letter from the City Manager recommending adoption of an ordinance to appropriate $230,000 from the Capital Improvements Fund for rehabilitation of the Churchland Bridge, and a motion to award the contract to Blue Ridge General.
