July 26, 1994 <br /> <br /> "The Fire Programs Fund provides funds to improve fire <br />services operations by making it possible to provide <br />firefighters with up-to-date safety equipment and training. The <br />1993 Fire Programs Fund allocation of $104,985 has been <br />received, and Chief Donald Newberry has justified its use to <br />improve fire protection and services to the citizens of <br />Portsmouth. For example, these funds will be used to update <br />protective clothing, breathing apparatus, and other firefighter <br />equipment. <br /> <br /> I, therefore, recommend that $104,985 be transferred from <br />the Grants Contingency Account to be used as indicated... <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to <br />transfer $104,985 to provide firefighters with up-to-date <br />equipment and training, and was adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />94-306 - Letter from the City Manager recommending adoption of a <br />motion to transfer $235,850 from the Grants Contingency Account <br />to continue funding for at-risk youth and for early intervention <br />services for troubled youth. <br /> <br /> "The Community Policy and Management Team (CPMT) which <br />oversees the implementation of the Comprehensive Services Act <br />has been awarded $238,850 for the seconded year from the State <br />Trust Fund. These funds are to be used to develop parent <br />education and homemaking progr~uns and innovative programs for <br />young children at risk of developing emotional or behavioral <br />problems and community services for troubled youths. The local <br />cash match that is required is $8,985. <br /> <br /> I, therefore, recommend you approve a motion to transfer <br />$235,850 from the Grants Contingency Account.,, <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons, to <br />transfer $235,850 for continued funding for at-risk youth and <br />for early intervention services for troubled youth, and was <br />adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />94-307 Letter from the City Manager recommending adoption of a <br />motion to exceed the 25% allowable limit for change orders with <br />T. A. Sheets as it relates to the second phase of the Highland <br />Biltmore sewer improvements. <br /> <br /> "The second phase of the Highland Biltmore sewer <br />improvements, which will affect 60 homes, has recently begun. <br />The contract with T.A. Sheets (the plumbing contractor) must be <br />increased to accomplish this work. Therefore, the Director of <br />Public Works requests permission to exceed the 25% limit on <br />change orders to this contract. Sufficient funds remain remain <br />from previous appropriations to complete this work. <br /> <br /> I concur with the Director of Public Works and recommend <br />your approval of this item." <br /> <br />Robb Lawrence, 245 Beacon Road, representing the Highland <br />Biltmore Civic League, spoke in favor of the improvements <br />Highland Biltmore sewers. <br /> <br />to the <br /> <br /> <br />
