July 26, 1994 <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Clemons, to <br />exceed the 25% allowable limit for change orders with T.A. <br />Sheets as it relates to the second phase of the Highland <br />Biltmore sewer improvements, and was adopted by the following <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />94-308 - Letter from the City Manager recommending adoption of <br />a motion to refund $816.32, with interest, to Douglas Keith <br />Bowers. <br /> <br /> "The City Assessor is requesting a refund of $816.32, with <br />interest, to Douglas Keith Bowers, whose mailing address Ks <br />4620 Hatton Point Road, Portsmouth, Va. 23703. The building <br />size shown on the records of the City Assessor was incorrect, <br />resulting in an overassessment. The refund is for real estate <br />taxes assessed and paid in error for the fiscal years 1990-91, <br />1991-92, and 1992-93. <br /> <br /> I recommend your approval of this motion for a refund with <br /> interest." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Clemons, <br />refund $816.32 with interest to Douglas Keith Bowers for <br />overassessment, and was adopted by the following vote: <br /> <br />to <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />NEW BUSINESS <br /> <br />94-309 - Mr. Clemons offered the following nominations <br />appointments to the following Boards and Commissions: <br /> <br />Portsmouth Redevelopment and Housinq Authority <br /> <br />for <br /> <br />S. Delacy Stith and Fred Fletcher were nominated for the <br />vacancy, and by a vote of 5-2 (Clemons, Griffin), Fred Fletcher <br />was appointed to fill an unexpired term ending September 1, <br />1995, replacing P. Ward Robinett, Jr. <br /> <br />Partnership for Urban Virqinia <br /> <br />Stephen Lynch to be appointed for an unlimited term. <br /> <br />Motion by Mr. Clemons, and seconded by Mr. Robinett, to close <br />the nominations, and there being no further nominations, the <br />above were approved by unanimous vote. <br /> <br />94-310 - Items Submitted by Council Members <br /> <br />(a) Councilman Martin requested a report on the status of the <br />development of the former Twin Lakes (River Edge) property. <br /> <br />(b) Councilman Martin requested a report on funding for <br />additional Police officers. <br /> <br /> (c) Councilman Martin requested new or additional information <br /> on mosquitoes. <br /> <br /> <br />
