July 26,.1994 WHEREAS, the Virginia Department of Transportation agreed, as provided by law and Board~policy, to allocate available urban highway funds for maid project; and WHEREAS, this Council deems it to be in the best interests of the City to proceed immediately with the Churchland Bridge Project, NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Virginia Department of Transportation be, and it hereby is, requested to proceed with allocation of funding, design and construction for painting and repairs to the Churchland Bridge. BE IT FURTHER RESOLVED that the Council of the~City of Portsmouth, Virginia, hereby agrees to pay its share of the total cost for preliminary engineering, right-of-way and construction of this project in accordance with Section 33.1-44, Code of Virginia, and that if the City subsequently decides to cancel such construction after'the Department has initiated the project, the City agrees to reimburse the Department the total amount of costs expended by the Department through the date the Department is notified of such cancellation, and provided further that the Transportation Commission shall have authority to waive all or any portion of such reimbursement at its discretion." Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None 94-304 - Letter from the City Manager recommending adoption of a motion to transfer $168,480 from the Grants Contingency AccOunt to assist homeless mentally ill and substance abuse clients of the Community Services Board. "The Department of Housing and Urban DeVelopment (HUD) has awarded the City of Portsmouth a five (5) year $842,400 grant through the Shelter Plus Care Program. The funds are to be used for rental assistance for consumers of the Community Services iEoard who are at risk of being homeless due to a mental illness or substance abuse disability. The irental assistance will be administered through the Community Services Board's property management agency, Elizabeth River Properties of Portsmouth, Inc. The Board will provide the necessary support services using existing appropriations for this purpose. There is no local match required.~ I am pleased we can provide these services and, therefore, recommend you approve a motion to transfer the first year amount of $168,480 from the Grants Contingency Account." Motion by Mr. Robinett, and seconded by Mr. Clemons, to transfer $168,480 for rental assistance for clients of the Community Services Board, and was adopted by the following vote: Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None 94-305 Letter from the City Manager recommending adoption of a motion to transfer $104,985 from the Grants Contingency Account to update protective clothing, breathing apparatus and other firefighter equipment.
