July 26,.1994 <br /> <br /> WHEREAS, the Virginia Department of Transportation agreed, <br />as provided by law and Board~policy, to allocate available <br />urban highway funds for maid project; and <br /> <br /> WHEREAS, this Council deems it to be in the best interests <br />of the City to proceed immediately with the Churchland Bridge <br />Project, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the Virginia Department of <br />Transportation be, and it hereby is, requested to proceed with <br />allocation of funding, design and construction for painting and <br />repairs to the Churchland Bridge. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the~City of <br />Portsmouth, Virginia, hereby agrees to pay its share of the <br />total cost for preliminary engineering, right-of-way and <br />construction of this project in accordance with Section <br />33.1-44, Code of Virginia, and that if the City subsequently <br />decides to cancel such construction after'the Department has <br />initiated the project, the City agrees to reimburse the <br />Department the total amount of costs expended by the Department <br />through the date the Department is notified of such <br />cancellation, and provided further that the Transportation <br />Commission shall have authority to waive all or any portion of <br />such reimbursement at its discretion." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />94-304 - Letter from the City Manager recommending adoption of <br />a motion to transfer $168,480 from the Grants Contingency <br />AccOunt to assist homeless mentally ill and substance abuse <br />clients of the Community Services Board. <br /> <br /> "The Department of Housing and Urban DeVelopment (HUD) has <br />awarded the City of Portsmouth a five (5) year $842,400 grant <br />through the Shelter Plus Care Program. The funds are to be <br />used for rental assistance for consumers of the Community <br />Services iEoard who are at risk of being homeless due to a <br />mental illness or substance abuse disability. <br /> <br /> The irental assistance will be administered through the <br />Community Services Board's property management agency, <br />Elizabeth River Properties of Portsmouth, Inc. The Board will <br />provide the necessary support services using existing <br />appropriations for this purpose. There is no local match <br />required.~ <br /> <br /> I am pleased we can provide these services and, therefore, <br />recommend you approve a motion to transfer the first year <br />amount of $168,480 from the Grants Contingency Account." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Clemons, to <br />transfer $168,480 for rental assistance for clients of the <br />Community Services Board, and was adopted by the following <br />vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />94-305 Letter from the City Manager recommending adoption of <br />a motion to transfer $104,985 from the Grants Contingency <br />Account to update protective clothing, breathing apparatus and <br />other firefighter equipment. <br /> <br /> <br />
