February 18, 1915. <br /> <br /> UNFINISHED~BUSiNESS. <br /> First. Matters adopted by the Joint Session January 16th and referred to the Boa~d of Aldermen <br />for concurrence. <br /> The ~budget" of Anticipated Receipts and Expenditures of City funds for the year 1915. <br /> To refer to Committee on Rules a recommendation of the Finance Committee concerning the harJdling <br />of City bills, and to the Ordinance Committee, for an ordinance to increase the authority of the Au- <br />diting Committee with regard to such bills. <br /> To refer to Finance Committee an appropriation of $100.00 to build a feed room for the Union <br />Fire Company's house. <br /> To refer to Finance Committee the question of-an increase ~f salary for the Commonwealth After- <br /> <br />ney. <br /> <br />branches are to be members, to co-operate with other bodies in the. effort <br />chief port of entry for customs. <br /> <br /> All of the above were concurred in. <br /> SecOnd. Matters adopted by the Board of Aldermen January Slst and referred to <br />oil for concurrence. <br /> To appoint a Committee of Five to confer with the ~ounoii of Norfolk, <br />in regard to question of a ~oint water supply. <br /> <br />To refer to Police Committee the advisability of creating a second Sergeant of Relics. <br /> the Presidents of the <br /> · + to make this harbor <br />To appo~n, a Committee of Five~ ~ith the Eayor, of which Committee <br /> <br />two <br />the <br /> <br />the Common Court- <br /> <br />or a Committee of same, <br /> <br /> Not concurred in. <br /> However, in declining.~to concur with the Board of Aldermen in the apDoin'tment of this Com- <br />mittee, the Council desires to say that after a reconsideration of the matter, they believe the in~ <br />tention of the Board, as well ~s t~he 'd~sir~~ of the Norfolk City CounCil, will be .met in m more e. xpe- <br />ditious and more satisfactory, manner by referring said matter to the Board of Water Commieeioners~ <br /> To authorize the Fire Committee to advertise, for bids for purchase of~fir6 hose allow~ed in ~he <br />"budget" for 1915. <br /> Concu~v re d in. <br /> To. appoint a Special Committee of Th~e~ to confer with the Portsmouth. Gas Company in an ~ffort <br />to obtain cheaper gas for illumination and heating purposes. <br /> Concurred in. <br /> Third. Matters adopted by the Board of Aldermen December l?th and referred to the Common Coun- <br />cil for concurrence. <br /> To refer to a Special Committee of Five the mat~er of expiration of franchise granted ~he Ports- <br />mouth Gas Company by the City, and to take such steps as may be necessary in regard ~o same. <br /> Concurr ~a in. <br /> To appoint a Committee of Five to investigate as soon as practicable the irregularity in depos- <br /> iting money from .the sale of bonds and to report to a joint ~session of the Council the result of their <br /> findings. <br /> Concurred in, with the provision that an investigation be made also to determine who was <br /> the informant that there was an irregular deposit of said funds. <br /> <br /> Fourth. Matters adopted bY the Common Council February llth and referred to the~Board of Al- <br /> dermen for concurrence. <br /> <br /> To authorize the Treasurer to renew notes to amount of $96,000.00, <br /> <br /> To allow a bill of the Coroner and Jury to amount of $i~Z.50, for <br />of October, November s_ud December~ 19iS, and January, 19lB. <br /> <br />falling due in~.arch, 191~. <br />in,nestS held during months <br /> <br /> To make available an appropriation of $15,000.00 for the Board of Water Commissioners. <br /> To authorize the Almshouse Committee to advertise for bids topaint the Almshouse building. <br /> To authorize the ~h~blic Property-Committee to advertise for bids to supply the Jail with 100 <br />blankets and ~00 mattresses. <br /> <br /> To authorize the Public Property Committee to advertise for bids to pipe the Jail. <br /> To authorize the Police Committee to advertise for bids for the police telephone service. <br /> To instruct the City Attorney ~o proceed, without further de, y, ~o take such action as may be <br />necessary, to compel the 'virginia Railway & Power Company to reconstruct its tracks on First street. <br /> All of the above were ~oncu~red in, except the section to authorize the Police Committee <br />to advertise for bids for the_.pollce telephone service, which matter was recommitt~d to ~aid Co,milles. <br /> And by the following vote: <br /> Ayes-~Williams, Moore, Langhorne, Adams~ Montague, <br /> ~arkham, Davis~ ~rry, Nicholson, 9. <br /> <br />Fifth.
