February 18, 1913. $100.00 for a feed room for the Union fire company, It is recommended that the appropriation be allowed after land necessary to build the room on shall have been acquired. Report of the Auditor of following bills held up by him, because of lack of appropriation for them or because they exceeded 1'/12 of appropriation allowed for same: Fire, $10.~0; Public Property, $13.00; RePairs to Streets, $6~.50; ~eventh Ward Bond Acc?nt, $719.64. It is recommended tha~t these and all other unpaxd bills made by the several City Depart- ments before January 1, 1913 shall be paid in the order in which they were contracted, and before any bills subsequent to said date; and that only 1/1~ of the funds to credit'of the several Depart- ments shall be utilized in any one month for such purpose. Moreover, that the amount of $158.81 brought forward from the bulletin December 1~, 19iE, as an unpaid bill contracted by_the Almshouse Department with J. W. After ~ome discussion of the proposed appropriation of $5,000.00'for King's Daughters Hospital building, on motion of Mr. Davis~ the matter was recommitted for consideration of more specific con- ditions as ~o same, including an a0knowlegment of equity of the City in the property. The section recommesding an appropriation of $%500.00 for Grimes Battery Gun Room was next taken up_, ~heVice-President vaoa~ed the Chair, which was then occupied by Mr. Murry. Mr. Markham moved tc adopt the recommendation-of the Committee. Mr. Williams mOvedas a substitute, that the recommendation he recommitted. On motion, Captain Brinkley of GrimesBattery was allowed the privilege of the fl~o~, and he ex- plained the neces~itmy for hawing the appropriation m~de~if the equipment for same is tobe kept im ~ the City. Alen thy discussion followed the remarks of Captain B~inkley~ Then a vote was taken~on the motion bz Er. Then the motion by Mr..Markham was lost and the matter stood recommitted. In regard to the recommemdedmappropriation of $3~0G0.00 for the police telephone service, Mr. Langhorne moved that the recommendation of the Committee be adopted. Er. Nontague moved to amend that the recommendation be sent to Police Committee~ The amendment by Mr. Montague was to~ by a vote of 3 for and 4 against.
