Board of Aldermen. <br /> Gentlemen:-~ Your Ordinance Committee respectfully reports <br />herein concerning, the following matters referred to the Joint Ordinance' Committee August lB-19, i9iS: <br /> <br /> Referred by Common Council August la'th. <br /> <br /> Advisability of putting men at work in the City Cemeteries on the same basis as the street <br />hands, that is, that they be given ten days holiday after working lB months. <br /> It is recom~.ended that menworking' in the City Cemeteries be put on the same basis as <br />street hands, and that the following ordinance be adopted to cover same: <br /> <br /> ~n Ordinance Allowing Cemetery Employees an Annual Leave of Absence of Ten Days, with Pay, <br />Out of Twelve Months of Continuous Employment. <br /> <br /> Referred by Board of Aldermen August 19th. <br /> <br /> Recommitted. (With Board of Police Com~i~ioners). Ordinance with regard to apoointment of a <br /> patrolman as Desk Sergeant, with instructions to state definitely the pay of such Desk Sergeant. <br /> We have reconsidered this ordinsmce, and recommend that the following amended ordinance <br /> be adopted therefor: <br /> An Ordinance to Amend and Re-ordain Section ~5 of the Ordinances of the City <br /> With Reference t~ the Police Force and Fixing the Compensation of the Officers and Members of the <br /> Said Force, and to Repeal All Ordinances in Conflict Herewith. <br /> <br /> Instructed to draft an ordinance governing the grant of a franchise to the Virginia Railway & <br /> Power Co. to lay tracks on upper High street. <br /> It is recommended that the following euppIementary ordinance be adopted to conclude the <br /> granting of said franchise: <br /> <br /> "WP~REAS a proposed ordinance entitled, "An Ordinanc~"Granting , its <br />Successors and Assigns the Right to Construct its Single or Double T~acks, Erect its Poles and String <br />its Wires and Operate its Cars on High Street, between ~ffingham Street and Ninth Avenue, in the City <br />of Portsmouth,~ ha~ been passed by the Cotmcil of the City of Portsmouth and approved by the Eayor, <br />and publishe~ once a we~k for four successive weeks in the Portsmouth Star, a newspaper published in <br />the City of Portsmouth, which said advertisement invited bids for the franchise, stating that the <br />said bids were to be in writing and delivered to the presiding officer of the Common Council in open <br />session at a meeting to be held on the 8th day of July, 19!$, at eight o'clock P. <br /> "AND WHEREAS at said meeting the Virginia Railway and Power Company presented its bid in writ- <br />ing and delivered the s~e to the presiding officer of the Common Council in open session, bidding <br />the sum of Five Dollars for the franchise covered by said proposed ordinance; <br /> "AND WheREAS said bid was read aloud at said meeting and an inquiry was made by the presiding <br />officer i'f any further bids were offered; <br /> "AND WHEREAS there m~er~.no~urther~Dids Offere~,mnd the presiding officer thereupon declared <br />the bidding closed; <br /> "AND ~EAS the said bid was referred to the Street Committee, which Committee reported in <br />favor of the acceptance of the same; and the Ordinance Comm~ittee was instructed to prepare an ordi- <br />nance covering the grant of said franchise; <br /> "NOW THERk~FORE BE IT RESOLVED by the City Oouncil of the City of Portsmouth, that the said or- <br />dinance as advertised as aforesaid be enacted with the insertion therein of the name of th~ Virginia <br />Railway and Power Company, the name of the accepted bidder." <br /> <br /> (Signed). Davis, <br /> Chairman B. of A. <br /> <br /> The report having been read, the ordinance in regard to workmen in the City Cemeteries was or- <br /> dered to lie on the table unt$1 next regular meeting of the body. <br /> In regard to the Desk Sergeant ordinance, it was observed that this matter had been under con- <br />sideration for some time, had gone back to the Committee simply to make a little more definite the <br />fact that the Desk Sergeant is not to receive extra compensation for acting as such, and as the Com- <br />mon Council had the matter taken from the table and adopted without a further reference, the ordi- <br />nance might be adopted by the Board in the same marmer. <br /> Whereupon, ~.
