The report having been read, question was raised as to authority of the Public Property Commit- tee to make an award for work to be done, instead of such_award being made by the Council. }ar. Langhorne wished to know if some method could not be adopted to restrain Cor~ittees from making awards. It was suggested that if the awards were.withheld from these people because of ~he irregularity with which they were made, innocent parties would be kept out of their money. Mr. Eontague then moved to accept the report of the Committee and make the awards as recommended. In connection with this report, Mr. Davis moved that the Clerk be instructed to notify the Com- mittees, through their respec!ive Chairmen and Vice-Chairmen, that when they are authorized to ad- vertise for bids for work to be done for the City, the Committees having charge of such work'shall report to the C~uncils the bids for same with recommendation as to the bidders; and said recommenda- tion will become effective only when approved by the two branches of City Council.
