<br /> of Portsmouth, The Merchants' & Farmers~ Bank, the Bank of Tidewater, and The First National Bank
<br /> of Portsmouth, to amount of Twenty Thousand Dollars ($20,000.00) said amount to be repaid from re-
<br /> venues of the City for the current year.

<br /> To make available $60.00 allowed in the Budget for "Hire of Horses," and to allow $15.00, out
<br /> of same, for horse collars.

<br /> It is recommended that the Public Property bills be allowed out of appropriation to Public
<br /> Property, provided they do not exceed 1/12 of appropriation allowed for same; that the bill of F. Xo
<br /> Parker to amount of $42.15, under Police, be allowed out of appropriation for auto-patrol wagon, and
<br /> a special appropriation be allowed to pay the oth~r Police bills to amount of $109~45; the Fire bill
<br /> to amount of $18.00 is covered by recommendation mn section above.

<br /> Communications to the ~yor from ~. J. McGuire contractor, and t~ the Chairman of
<br />the Street Committee from the City Engineer, in regard to paving on upper High street, were read to
<br />the~Council, through request of the Chairman of the Committee; and the Board concurred with the Com-
<br />mon Council in referring said communications to the Street Committee. (See records of Common Coun-
<br />cil September 9, 191S, page 218r~19).

<br /> The following report of the Street Committee,as made to the Common Council at a ~neoial meeting
<br />September 1Bth, was read:

<br /> PortsmOuth, Va.
<br /> Gentlemen:-~
<br /> We~ your Street Committee, beg to report that the work of paving High Street, west
<br />of Chestnut Street, ms progressing, but call your attention to the fact that Just west of Chestnut
<br />~treet there will be, in High Street, two street car tracks and one railroad track, ~ud as the road-
<br />way is only sixty feet wide, traffic on the south side of High Street will from time to time be con-
<br />gested, and to avoid this~ we recommend that the Street Committee be authorized to nmrrow the side-
<br />walk eight feet on the south side of High Street, beginning at Chestnut Street and ~nning west to.
<br />a point Just east of the property of the Portsmouth Coal & Ice Company. That this eight feet gained
<br />by narrowing the sidewalk be used for the roadway of this Street, and that~ the same be paved with
<br />the same material with which the roadway of the street is now being paved.
<br /> We would also recommend that the Committee ~e ~uthorized to pave with belgium block that space
<br />occupied by the service track cf the Seaboard Ai~ Lmne Railway, which will parallel the tracks of
<br />the Street Car Company.
<br /> Under date of August Blnd, your Committee received a letter from the Chairman and Secretary of
