January, 191E. <br /> ~Ths Co~mcil. <br /> "Gentlemen:~ <br /> ~0n the lgth day off December .the~Ferries Co. took the ferry <br />boat, Twi~ City, from the Portsmouth-Berkley route some ~time before noon and put her on the <br />Norfolk-Berkley route~ and there was no service between Portsmouth and Berkley the remainder of <br />that day. <br /> "The Twin City was taken off owing to an accident zo the steamer~ Norfolk County~ whic~ <br />was running between Portsmouth and Norfolk, and took th~ place of ~hs,W~ntn~op ~h~ch steamer <br />was withdrawm from the Norfolk-Berkley line and put on.the Portsmouth~Norfotk l~ne. <br /> ' "Inasmuch as there wguld have been one boat to mamntain the service between No~£olk and <br />Berkley and complaint having been made of the withdrawal of the boat oetween Portsmouth and <br />Berkley~ I issued a civil warrant to r~cover <br />eight trips] m~ jurisdiction being limited to <br /> ~.
