<br />ohLse,' I ~outd recommend that the City~m representatives in the General Assembly be asked to
<br />use their efforts in having said act amended, and to oppose the prohibition by the State of the
<br />City securing any revenue for the use o~ its streets by said such corporations.

<br />LY OVER THE STREETS OF THE CITY,~ giving the

<br />TO PROHIBIT ~'
<br /> .HE SWINGING OF GA~ES AND DOORS OUTWARD-
<br />following reasons therefor:
<br />
<br /> "I disapprove of the above ordinance to prohibit the swinging of gates or doors outwardly
<br />over the streets of the City.
<br /> "The property owners have a right to the reasonable use of the streets. The swinging of
<br />gates or doors outwardly would inconvenience the public no more, if as ~.ch as, the passage of
<br />vehicles across the sidewalks from roadway to lot on which there may be stables, the rolling of
<br />barrels or boxes across the sidewalk, the unloading of carts and wagons backing up to the curb,
<br />and the unloading by means of a plank from wagon to the door of the building, the erection of
<br />porches on the sidewalk~ the placing_of boxes, barrels~ fruit stands, etc., on the s~dewalk~
<br />many of which are perma~nt obstructions, while the opening of a gate or door is But a-tempora-
<br />ry obstruction.
<br /> "Those who do not keep their gates ar doors closed or permit them to remain for any length
<br />of time swinging over the sidewalk could be fined for having an obstruction, and the police force
<br />have been directed to report all such persons.
<br /> "There are many lanes ~o narrow that the gates could not swing inwardly without depriving
<br />the occupant Df the ordinary use of such lanes.
<br /> "The adoption of the ordinance would cause many an unnecessary expense.
<br /> "Believing that the objections raised to gates swinging outwardly can be overcome by or-
<br />dinances now in effect, I disapprove of the above ordinance.
