L. Walker to do general re- <br />pair work at the Jail~ out of appropriation to Jail Repairs~ <br /> To allow a soecial appropriation of $484.1~ to Public Property Department, to pay bills <br />held up because o~ lack .of appropriation. <br /> To authorize the Treasurer to renew notes to s~motuut of $i6,000.00~ due December 19~ and <br />$$0,000.00, due December ~0~ 191i. <br /> To appropriate $195.00 to the Board o£ Health to meet its expenses until January l, 1912. <br /> To authorize the Auditor to pay off City employees for December in January~ 1912. <br /> To make award to Larkin Manufacturing Company, of D_ayton~ 0., to furnish paid men of the <br />Fire Department with rubber coats and boots. <br /> A resolution in regard to the manner in which inmates may be sent to the Almshouse. <br /> "An Ordinance to Rename Certain Streets in the Seventh Ward of the City." <br /> <br /> ORDINANCE. <br /> DISAPPROVED-~ <br /> "AN ORDINANCE <br />LY OVER THE STREETS OF THE CITY,~ giving the <br /> <br />TO PROHIBIT ~' <br /> .HE SWINGING OF GA~ES AND DOORS OUTWARD- <br />following reasons therefor: <br /> <br /> "I disapprove of the above ordinance to prohibit the swinging of gates or doors outwardly <br />over the streets of the City. <br /> "The property owners have a right to the reasonable use of the streets. The swinging of <br />gates or doors outwardly would inconvenience the public no more, if as ~.ch as, the passage of <br />vehicles across the sidewalks from roadway to lot on which there may be stables, the rolling of <br />barrels or boxes across the sidewalk, the unloading of carts and wagons backing up to the curb, <br />and the unloading by means of a plank from wagon to the door of the building, the erection of <br />porches on the sidewalk~ the placing_of boxes, barrels~ fruit stands, etc., on the s~dewalk~ <br />many of which are perma~nt obstructions, while the opening of a gate or door is But a-tempora- <br />ry obstruction. <br /> "Those who do not keep their gates ar doors closed or permit them to remain for any length <br />of time swinging over the sidewalk could be fined for having an obstruction, and the police force <br />have been directed to report all such persons. <br /> "There are many lanes ~o narrow that the gates could not swing inwardly without depriving <br />the occupant Df the ordinary use of such lanes. <br /> "The adoption of the ordinance would cause many an unnecessary expense. <br /> "Believing that the objections raised to gates swinging outwardly can be overcome by or- <br />dinances now in effect, I disapprove of the above ordinance. <br /> <br /> "J.
