January 9~ 19~. <br /> <br />hereih conaerning the following matters referred to the Joint Street Committee December 12-19, <br /> <br />1911: <br /> <br />Referred by Common Council December lath. <br /> <br /> To ascertain the cost of making thorough inspection, with the aid of expert and practi- <br />cal assistance, of the entire work done by the Bithullthic Paving contractors. <br /> We submit herewith the following written statement of the City Engineer concerning <br />this matter: <br /> ~Portsmouth~ Ye.: December $0th~ 1911. <br /> "Nr. Hawks~ <br /> Chairman Street~Committee, <br /> Portsmouth, Va. <br /> <br /> "Dear <br /> "tn compliance with red, est contained in your letter of ESth ina't., I beg <br />to report as follows: <br /> "To ascertain the cost of making thorough inspection: with the aid of expert and practi- <br />cal assistance, of the entire work dens by the Bithutithic Paving Contractors. <br /> "This would require the employment of an expert, whose charges would be based upon time de- <br />voted to the examination and to the number of samples taken and chemical tests made therefor. <br /> "The cost of sams could only be obtained from expert who might be selected. <br /> "The Bithulithic Paving was sampled, from time to time, during the progress of the Paving <br />and-these samples were tested and reported upon by Dow & Smith, ~4 East ~lst S~reet, New York~ <br />N. T. and their reports on ail sam'plea taken were to the effect that the materials of which <br />the Paving mixture was composed was first class in every respect. <br /> 'The employment of an expert for the ~rpose named would be costly and entirety unnecessary, <br />as the Paving materials as laid were thoroughly tested by Nessrs. Dow & Smith~ exp~rt chemists~ <br />selected by yourself. <br /> "The reports of tests made by Dow & Smith are on file in my office and can be seen when de- <br />sired ...................... <br /> ~Respectfully submitted, <br /> <br />"V. O. Cassell, Jr.~ <br /> <br />City Engineer." <br /> <br /> It is the intentio~ of the Gommittee, al'tar the City Engineer has made his final <br />examination and has found the work satisfactory, to go over the entire work and thoroughly in- <br />spect the same, before approving the final pa~ent of the l~ reserved. <br /> As experts have been employed througl~but the progress of the work and as the work <br />has now practically been completed, we are of the opinion that the employment of other experts <br />at this time would be a useless waste of money. <br /> <br /> A request of the Tidewater Knitting ~ills for pavement of Chestnut straet~ from South <br />Duke. Progress. <br /> <br /> ~ request of the Seventh Ward Board that the City ~oin it in expense of improving Jeffer- <br />son street, frsm ~ourth to Seventh. Progress. <br /> <br /> (With Sixth and Seventh Ward Local Boards). A communication from ~he Seventh Ward Board <br />in regard to b~d condition of Pearl street, between County and the South street road. Progress. <br /> <br /> To ascertain who is responsible for the condition of pipe under the Glasgow street bridge. <br /> The City Engineer states, ~That this pipe is not in bad condition: therefore, there <br />is no occasion for ~xzng responsibility for a condition that exists not.~ <br /> <br />Attention called to the condition of pavement on Third street, between Payette and Netson~ <br /> Progress. <br /> <br /> A request of the Business Nan's Association for an appropriation of ~lOQ.00 to put in ser- <br />viceable condition the dock at the foot of High street. <br /> The City Engineer estimates that the nesessary repairs to said dock will <br />Therefore, we recommend that an appropriation of $150.00 be allowed, ~ud recommend further that <br />the Street Committee be authorized to have the work done under contract, after securing bids <br />for same; said work to be done in accordance with specifications proposed by the City Engineer. <br /> <br />Referred by Board of Aldermen Decen~er 19th. <br /> <br /> Recommitted. Several sections of the Street report bearing on Street Paving. <br /> After ~ thorough review of the matter, we can see no good reason :for making a!change <br />in the program we have already recommended. We, therefore, recommend that %he Committee.be au- <br />thorized to advertise for bids tb pave Glasgow street, from Godwin to the S0ott Creek bridge, <br />with one of th? several-forms of Bituminous pavements; that we be authorized to advertise for <br />bids to cave wzth Belgium block (which the C~ty has on hand)~ Chestnut strest~ fr.om ClaSgow to <br />South~ and that the contract wzth the Atiantzc Bzthulzthic Company be extended to co~er!a pave- <br />ment of Washington strset~ from Harrz~on to South. <br /> <br /> A petition of the SZewards of Central M. E. Church and stuudry other citisens~ 0n.~%$hing- <br />ton street~ for a continuation of the proposed pavement of Washington street for itS~i~whble <br />length~ <br /> This is covered by the above section bearing on Street Paving. <br /> <br />Attention called ~o the condition'of piling,at the foot of Dinwiddie street. <br /> We 'report that this matter has been attended to by the Street Inspector. <br /> <br /> Attention called to the condition of iron grating at crossings at corner of London <br />Court streets. <br /> This m~tter has been referred to the City Engineer for his attention. <br /> <br />and <br /> <br /> <br />
