It is recommended that the General Assembly be petitioned to amend the Charter of the City so as to provide that a Police Justice may be elected by the Councils when it may deem it advisable so to do; and that said Police Justice be authorized to collect such fees as the ~ayor is now authorized to collect, said fees to be turned into the City treasury; and that said Police Justice be paid such a salary as the Council may think proper.
