Hanvey stated that the proposed bill was long and new to <br />the Council, and he would move~ therefore~ that it be referred to the Ordinance Committee. <br /> The motion by Er. Hanvey was lost. <br /> ~r. Davis then moved that the Council petition the General Assembly to authorize the City <br />to have a Police Justice. The motion was adopted. <br /> Mr. Hall moved the following amendment: "That the Police Justice shall be under the juris- <br />diction of the City Council~ end that he shell obtain supplies for his office with the approval <br />of the Council.~ The amendment was adopted. <br /> He then moved to further amend that, the Police Justice should not leave the City~ <br />without the permission of the Council therefor; but said amendment was ~ithdrawn, to be substi- <br />tuted hereafter by an ordinance regulating said matter, if found necessary. <br /> Mr. ~arkham moved that se~tibn[4, relating to ~Civil Jurisdiction," be amended so as to <br />substitute $100,00 for $$00.00 on any debt, &c. Hall moved that the Water Committee be authorized to investigate and report concerning <br />the failure of the Water~ Company to furnish an adequate supply of water at e fire in Park View <br />about a week ago. The motion was adopted. <br /> <br /> The following is the full text <br />boys, and adopted on thi~ date: <br /> <br />of the proposed amendments to the <br /> A BILL <br /> <br />Charter, <br /> <br />referred to a- <br /> <br />to amend and re-enact sections 4~ 1E, and 5~ of the Charter of the City of Portsmouth, approved <br />March t0~ ~90~ in reference to the time of election of councilmen, the number of councilmen, <br />and the p=z~ting of ordinances; and to add to the said charter a new section to be known as sec- <br />tion ~Ea in reference to the issue of bonds~ <br /> <br /> t. Be it enacted by the General Assembly of Virginia that sections 4, .1~, and BZ of the <br />Charter of the City of Portsmouth, approved March 10~ 1908, in reference to the time of the e- <br />lection of councilmen~ the number of councilmen~ and the printing of ordinances be amended and <br />re-enacted so as to read as hereinafter follows; and to further amend the said Charter by add- <br />ing a new section to be known as section 3Sa in reference to the issue of bonds as hereinafter <br />follows: <br /> Sec. 4. The ~ayor and council shall be elected on the second Tuesday in June, im- <br />mediately preceding the expiration of the terms of office of their predecessors~ for a term of <br />four years~ and their said terms of office shall begin on the first day of September succeeding. <br />The election of the first council under this act shall be on the second Tuesday in June~ 1914~ <br />and their terms shall be~in on the first day of Septe~oer succeeding; provided~ that the ~emrs <br />of all councilmen which will expire on the first day of September~ 191~ are extended to the <br />first day of September, 1914. But, upon the first assembling of the Council under this act <br />the~ members of each branch thereof shall be divided, into two equal classes, to be determined by <br />lot, and the term of members of the firs~ class shall be two years, and that of members of the <br />second class shall be four years, and thereafter the terms of all the members of each class <br />shall be four years, so that one-half of each branch shall be elected evary two years; provided~ <br />however, that in eases where the total membership of a branch is uneven provision~may be made <br />in suc~ division into classes for the assighment of the odd number to one of such classes; and <br />provided, that all elections to fill vacancies in any council shall be for the unexpired term. <br />All other elective officers provided for by this charter, or hereafter authorized by law~ shall <br />be elected on the Tuesday after the firs~ Monday in November, and their terms of office shall <br />begin on the first day of January succeeding, except that the terms of office of clerk of Courts <br />shall begin coincidentally with those of the judges of their respective courts. <br /> <br /> <br />
