<br />of the City of Portsmouth--
<br /> "First. To amend, so as to authorize the issue of bonds at any time
<br />and to any amount, provided said issue of bonds be made within the limit&tion prescribed by gen-
<br />~ral-S~at~ law.
<br /> "Second. To amend and re-enact sections 4~ lB, 5~: and 78, approved ~arch lO~ 1908~ in re-
<br />lation to the City Council, &c.
<br /> "Third. To amend and re-enact section 55~ approved Narch lO, 1908, in relation to the pub-
<br />lication of ordinances.
<br /> "Fourth. To amend and re-enacz an Act to provide a new Charter for the City of Portsmouth,
<br />~o be kno~ as "Chapter 1X~" in relation to a Civil and Police Justice.
<br /> "Fifth. To amend sedtion ?I, Chapter Vll, so as to provide for abolition of the office of
<br />City Collector.

<br /> The section having been read, Er. Davi~ moved ~hat~ whenever the Co-~aoit shall desire to
<br />issue bonds, it shall require for snch purpose a two-th~rds vote of.~he members Sl~cted to each
<br />branch thereof. The sm~endment was adop£ed~

<br /> Section 12. When said section was read, Nr. Davis moved to amend that the maximum number
<br />o£ members for each %ranch of Council be struck ou~. The motion was lost.
<br /> Nr. ~urry next moved to amend as follows:
<br /> "the Board of Aldermen shall consist 6f not less than one member from each V~ard, and
<br />the Common°Council, of not less than two for each Ward, and there shall not be less than six
<br />Wards in the City."
<br /> Er. Parrish moved ~o further amend that the minimum number of representatives on the Board
<br />of A]dermen shall be six. and on the Common Council twelve: to be equally distributed between
