<br /> Sec. lB. The council shall consist of two branches, having e different number of members
<br />in each. The Common Council shall be composed of not less than two members from each ward, and
<br />the Board of Aldermen shall be composed of not less than one member from each Nard, and there
<br />shall not be less than six wards in the City. The members of each branch of the Council shall
<br />be residents of their respective wards and qualified vo~ers therein, and shall be elected by
<br />the qualified voters of such wards. As far as practicable~ each ward shall have equal repre-
<br />sentation in the Council and in each branch thereof in proportion to the population in such Ward.
<br />
<br /> Sec. 5J~ ~o ordinance hereafter passed by the city c~noil~ for the violation o~ which
<br />~uy penalty is imposed, shall take effect until the same shall have been published for five
<br />days successively in one or more of the daily papers published in said city, or other local
<br />papers as may be deemed necessary, or by posters in said city, to be designated by said coun-
<br />cil~ a record or entry made by the clerk of said. city, or a copy of such record or entry, duly'
<br />certified by him, ~hail be prima £acie evidence of the ti~e of such first publication~ provided~
<br />however, that this requirement shall not apply to new or amended ordinances which may be con-
<br />tained in future dodifications of the city ordinances, but all such new and amended ordinances
<br />shall take effect after the said codification shall have been printed in book for~ and notice
<br />of that £act and that the same may be seen at the office of the City Clerk shall have been oub-
<br />lished for five successive days in one or more daily newspapers published in the City of Poets-
<br />mouth. All laws~ regulations~ and ordinances of the city co~ucil may be read in evidence in
<br />all courts of justice~ and in a~l proceedings before any officer~ body~ or board in which it
<br />shall be necessary to refer thereto, either from a copy thereof, certified by the City Clerk,
<br />or~ from the volume of ordinances printed by the authority of the city co~ucil.

<br /> Sec. SBa. The city council of the City of Port,mouth shall have power, and authority is
<br />hereby~E[iven to it, to issue, from time to time, bonds or other interest beaching obligations
<br />for the purpose of borrowing money to carry into effect the purposes and objects authorized
<br />byth~ charter of said city~ provided~ however, that no such bonds or othe~ interest bearing
<br />obligations shall' be issued except upon an!ordiAance, passed by a recorded affirmative vote of
<br />two-thirds of all the members elected to each br~uch of said. council, selting forth the purpose
<br />for which the said bonds or interest bearing obligations are to be issued, t~e length of time
<br />for which they are to be issued,~which time s>~ll not exceed thirty years, and the rate of in-
<br />tersst~ which shall not exceed s~x per centum per annum~ and provided further that no bonds
<br />or other interest bearing obligations shall be issued for any Durpose~ or in any manner, to an
<br />amount which, including existing indebtedness~ shall~ at any time, exceed eighteen per centum
<br />of the assessed valuation of the real estate in said city subject ~o taxation, as shown by the
<br />last preceding assessment fdr taxes.

<br /> E. ~u emergency existing by reason of the fact that the election of some of the council-
<br />men will take place on the second Tuesday in June~ 19lB, unless this act shall take effect be-
<br />fore that time, this act shall take effec~ from its passage.

<br />mouth:z approved March lOth~ 19OS, by adding a new chapter theret% to be known as Chapter IX,
<br />in relation to a Uivil and Police Justice~ providing for his election or appointment and quali-
<br />fications: describing his powere~ duties, jurisdiction, term of office and. compensation, and
<br />repsaling-section seven, of chapter two, of said City charter.

<br /> BE IT ENACTED BY THE GENERAL ASSEMBLY OF V!RGINiA~ That the Act~ entitled, "An Act to pro-
<br />vide a new charter for the City off Portsmouth,~ approved by the General Assembly of Virginia,
<br />March lOth, ~@08, be amended and re-enacted by the addition of a new chapter, to be known as
<br />Chapter 1X~ zn relation to a Civil and Police Justice~ providing for his election or appointment
<br />and qualifications, and describing his powers, duties, jurisdiction, term of office and compen-
<br />sation, and rep6aling section seven, of Chapter Two, of said City charter, so as to read as fo!-
<br />lows:
<br /> CHAPTER 1X. Section 1. Civil and Police Justice. There shall be appointed by the

<br />of Portsmouth~in all cases for violations of the~revenue laws o~ the State and Of~ offenses
<br />arising under the provisions of chapter one hundred and eighty-seven~ and of sections thirty-

<br /> Section 4. Civil Jurisdiction. The said justice shall have jurisdiction of any claim to
