February 1~, i9iS. <br /> <br /> The report having been read, Mr. Brinson moved to resommit the recommendation in regard to <br />the "White Way," so that the Committee may look into the several kinds of street lightings and <br />the cost of same~ but that ~he Council assume the expense of lighting High street, from Water <br />to Chestnut, from March l, 1912. The motion was adopted. <br /> Then the report, as amended~ was adopted. <br /> <br />Water-- <br /> <br />Hon. Co~on Council. <br /> <br />Gentlemen:-- Tour Committee to' whom was referred the inves- <br /> <br />tigation of the Water Pressure during the recent fire. in Park View, which consumed the residence <br />of Er. Co Syer on January l~ 191Z, beg to report as follows: <br /> <br /> Section X1 'of ~he Water Contract provides that 'On notice of the Fire Department to the <br />Water Co., for the purpose of extinguishing fires, that ~ pressure of 100 feet shall be main- <br />tained in the distributing pipes at the pumping station to be constructed in or near the City <br />of Portsmouth, with a guarantee of a stream ~0 feet in height from any 1 ~8 nozzle, at the end <br />of BO0 feet of E 1/E~ hose attached to any hydrant in the City, until the fire is extinguished.' <br /> The gage in the Engine House of the Chambers Co. shows that wa~er pressure was maintained <br /> <br />as follows <br /> <br />during progress of the fire <br /> <br /> in question: <br /> <br />At 6:35 P. ~. a pressure of ~5 pounds° <br /> " 7:00 ~" " " ~ ,50 " <br /> <br /> "8:00 ~ " ~ " .25 <br /> "9:00 " " " " ~0 " <br /> <br /> "ll:00 " " " " ZO <br /> <br /> As we are ad~ised:~by the Chief of the Fire Department that at least a 50 pound pressure is <br />required to meet the requirements of the contract, we are of the opinion that sufficient water <br />pressure was at no time maintained during the prograss of the said fire. <br /> <br />(Signed). C. <br /> <br /> The report of the Committee was adopted, but on motion of Mr. Hawks the matter of it was <br />referred t,o the Mayor for investigation, with request that he take such action thereon as he <br />m~y think necessary. <br /> In this connection~ Er. Hawks stated tha~ the Mater Company had laid a pipe ~down the <br />streets of the City and close to the ri-~e~, with apparent attempt to cross to B~erkley with this <br />pipe, and he moved that t.his matter be referred to the Water Committee, with the City Attorney, <br />to take the necessary steps to prevent such action, if attempted by the Company. <br /> The motion was adopted. <br /> <br />Police-- <br /> <br />Hon. <br /> <br />Common Counc-il~ <br /> Gentlemen,-- Tour Police Committee respectfully reports <br /> <br />herein concerning the followLug matter referred to the J.oint Police Committee January 9, 191~: <br /> <br />Referred by Common Council January 9th. <br /> <br />Recommitted. $3,000.00 to purchase a Flash Light System. <br /> Progress as ~o same. <br /> (Signed). Alexander that the Uity pay a bill of $~5.00~ <br />his son, who was hurt by a City iron grating falling on his foot. <br /> it is recommended that said request be granted. <br /> <br />for medical attendance to <br /> <br />(Signed). Matters adopted by the Common Council ,January 9th and referred to the Board of Al- <br />dermen for concurrence. <br /> <br /> To _nstm~ct the Oity Attorney to draft a bill to have amended an Act concer~ing a franchise <br />tax on light, heat, water ~nd power companies, so as to permit cities to imnose a tax on same <br />for the use of their streets, &c. <br /> <br />To instruct the Ferry Committee to confer with the Board of Supervisors in relation to.a- <br /> <br /> <br />
