<br /> We report that the Committee is awai'ting a report of the Light Committee on the "White
<br />~ay," and as soon as said Committee shall have reported we shall make a recommendation as to an
<br />appropriation for same.

<br /> We report further that the Committee hopes to ma.kc some recommendation for an appro-
<br />priation for Grimes Battery au the meeting of 0ouncil in April.

<br /> The following statement and recommendation was adopted by the two 'branches of City Council
<br />June IS-mO, 1911:
<br /> "The two Co~nittees (Finance and Public Property) have given this matter careful considera-
<br />tion ~nd have finally concluded, unanimously, to recon~end that you acquire the 'Armistead pro-
<br />perry~ t~c.hing the court house yard,, and that $40~000.00 be appropriated for building thereon
<br />a suitable Clerk's office end Council Chamber, and for furnishing the same.
<br /> "That for these purposes, the Joint Finance Committee be instructed to negotiate a loan of
<br />$60,000.00 in the several City banks for four years time, said loan to be paid~in four equal
<br />yearly instalments; and that receipts of the City from the Norfolk County Ferries be hypothe-
<br />cated~ ~or payment of same."
<br /> Accordingl~ your Committee have conferred with the ba~ks, and The Merchants' & Farmers'
<br />Bank has agreed to'lend the City one-half of said amount of Sixt~ Thousand Dollmrs, o~ Thirty
<br />Thousand Dollars, The First National Bank~ Fifteen Thousand~Dollars, and the Bank of Tidewater,
<br />Fifteen Thousand Dollars, on the conditions name~. Twenty Thousend Dol2ars of said amount~ has
<br />been been borrowed from The Merchants' & Farmers' B~nk to pay for the "Armistead property;" and
<br />it is now further recommended that the balance~ or Forty Thousand Dollars, be borrowed from the
<br />several said banks, from time to time, as the Finance Committee may d~em necessary for payments
<br />on the building~ furniture, Ac., and that the following additional resolution be adopted there-
<br />for:
<br /> "Resolved, That the Treasurer be,~nd he i~ hereby, adthorized~ under instruction of the
<br />Finance Committee, to make notes in The Merchants' & Farmers' Bank~ to amount of Ten Thousand
<br />Dollars ($10,000~00), in'The First National Bank~ to amount of Fifteen Thousand Dollars ($15~000.
<br />00), and in the Bank of Tidewater, to &mount of Fifteen Thousand Dollars ($18,000.00)~said'notes
<br />to be curtailed by equal payments every ninety days and by cAe-fourth of their several amounts
<br />yearly, with receipts of the City from lease~ of the Norfolk County Ferries."

<br /> The said-notes are authorized in a~cordance with resolution of ~wo brsa~ches of City Coun-
<br />cil adopted June 13-20, ~gtl, instrucping the Joint Finance Committee to negotiate a loan bT
<br />Sixty Thousand Dollars ($80~000.00) wzth the several City banks, in order to purchase the
<br />misread property" touching the court house yard and ~build thereon a suitable Clerk's office and
<br />Council Chamber, and fumnish the same, which said resolution is hereby attached.

<br />for their services, Mr. Hawks moved to amend, that they be allowed $~O0.00 each, and that the
