<br />It is recommended that the Street Committee be authorized to select a Board of Park
<br />Commissioners, consisting of three or more members, subject to approva~ of the Council therefor.

<br /> Advisability of a public dock at the Cat Hole and a public comfort station.
<br /> We report ~hat a special committee has been appointed to take-up the matter of a pub-
<br />lic dock at the Cat Hole bridge; but it is recommended that thePublic Property Committee be
<br />authorized to consult with the Board of B~pervisors of Norfolk County in the matter of a pub-
<br />lic comfort station for the City and the County.

<br /> To purchase some marsh land in which street sweepings can be deposited, and then ~o use
<br />the land as a playground. Progress.
<br />
<br />Advisability of paving the Star Lane.
<br /> It is recommended that an appropriation of ~ES0.O0 be allowed for the purpose.

<br /> To purchase receptacles in which waste paper, &c.~ swept ~p by the street hands, can be
<br />deposited. Progress.

<br /> To require wires to be put underground~ and to require the Virginia P~ilway & Power Com-
<br />pany to at once put underground the feed wires running from the sub-station at the north end
<br />o£ Niddle street to High street. Progress.
<br />
<br /> T~ buil~ a small pier at the north end of ~iddle streetS and repair the landing am the
<br />~ast end of High street.
<br /> We report that, in our opinion, the City has no l~gal right to build a pier at the
<br />north end of ~iddle street; ~the landing at the east end of High street has been repaired.

<br /> A petition of L. J~ Pltmuner to build on the west side of Court street in the vicinity of
<br />the concrete bridge. Progress.
<br />
<br />Advisability of paving North street, between C~awford and Water.
<br /> It is recommended that said street be paved, at a co~t of $~666.00.

<br />ferred to them January 16th: Recommitted. Recommendation of the Committee in regard to making
<br />examination and tests of the entire work done by the Bitulithio Paving Contractors.
<br /> The repOrt embraces a certificate of the paving work ~romcoon~lting engineer, A. W.
<br />Dow, of New York City, with sundry other communications concerning same. for file:

<br /> "We beg to report that the Atlantic Bitulithic Co. has completed its con-
<br />tract for Bitulithic Pavements to the satisfaction of the City Engineer and the Street Commit-
<br />tee, and we recommend that the work be accepted.
<br /> "We attach hereto reports from the City Engineer, Messrs. Dow and Smith, Warren~Bros. &
<br />Co., also various tests of cement ~used in the concrete base~ s&i~ tests having been made by the
<br />Seaboard Air Line Cement Inspectors. In addition to the above named experts, there was also
<br />em-ployed upon this work from its beginning to ~he finish, a number of inspectors working under
<br />the City Engineer, whose duties were to test the mixture of sand and cement in the base, to
<br />test the thickness of the base, to test also the thickness of the Bitulithic material after
<br />compression, &c. Therefore. a thorough inspection of work in all of its stages has been carried
<br />on~ and the Committee and City Engineer have left nothing undone:which they thought would be
<br />to the City's interest, to insure a faithful compliance of the contract and specifications.

<br /> "On March llth, in company with Mr. Hawks and members of your Committee
<br />and Mr. Carroll, City Engineer, I examined the bitulithic pavements laid during 1911~ on the
<br />following streets: London, from Water to ~ffingham; Green, North to Hospital Gate; Effingham,
<br />County to Glasgow; Hatton, Glasgow to Naval avenue; Naval avenue, Hatton to Linden; Hiverview,
<br />Naval to North end; Villa, from Naval Hospital Gate to ~est Park View bridge;.Dinwiddie, from
<br />Boulevards to South end; Harrison~ from ~ourth to Washing~on~ Fifth, from Harrison to ~ayette;
<br />~ayette. from Fifth to Third.
<br /> "A few trivial defects were herod, all of which being in the mechanical construction of
<br />the pavements. These consisted inseveral places wher~ a slight space occurred between the
<br />pavement gutter ~nd the curb~ evidently caused by the straighteni~g of the curb after the pave-
<br />ment had been completed. These can be easily remedied by pouring the spaces between the curb
<br />s~ud pavement with hot bitumen. A few places were noted where the gutters held water, but after
<br />a oa=eful examination it was found tha~ the s~oppage was due to the accumulation of mud in the
<br />~tter, and that the pavemen~ drained perfectly when clean. Nith ~uch excessively flat grades
