<br /> ~373.00 for rubber coats and boots, out of appropriation for same in the "budget" for l~lB.
<br /> ~720.00 to pave High street, between Effingham and Chestnut, out of appropriation for same
<br />in the "budget" for t~l~.
<br /> To close the Sinking Fund Account, and trans~fer $~31.90 from said account to the Sinking
<br />Pund Commission Account.
<br /> $315.00 to Board of Quarantine Commissioners to meet its expenses for current year, said
<br />amount to be paid in equal instalments 9uarterly.
<br /> $300.00 to the Clerk of Court and $150.00 to City Sergeant, for their services in the late
<br />rs-assessment of ~ity real estate.
<br /> To make award to Jno. R. Oertly to build a shed on south side of Seaboard Market, to amount
<br />of $400.00.
<br /> "An ordinance for the Inspection and Regulation of Moving Picture Shows, Vaudeville and
<br />other Stage Performances."
<br /> "An ordinance to amend and re-ordain sections 73 and 158 of the Ordinances in reference to
<br />~ties of the Street Inspector and City Engineer."
<br /> "An ordinance to amend and re-ordain section ~35 of the ordinances of the City with refer-
<br />ence to the Police Force and Fixing the Oompensation of the Officers and Members of said Force,
<br />and to Repeal all Ordinances in conflict herewith."
<br />
<br /> And his disapproval of the following:
<br /> "To make a special appropriation of $399.50 to cover
<br />expenses of delegations to Richmond in matter of the "Norfolk Water Bill."
<br /> "To make an appropriation of $5,000.00 to the Board of Water Commissioners, which was al-
<br />lowed in the "b~dget" for 19lB."
<br />
<br /> With regard to disapproval of appropriation of $~99.~50 to cover expenses of delegations
<br />to Richmond in matter of the "Norfolk Water Bill~" he gave the following reasons:
<br />
<br /> "i disapprove of the appropriation of $399.50 to cover expenses of delegations to Rich-
<br />mond in the matter of the 'Norfolk Water Bill.~
<br /> "The resolution to appropriate thi? money should, have been presented to the Mayor before
<br />the expense was incurred and not after mt has been incurred, and I question the constitutional-
<br />ity of appropriating money for expenses of citizens, not members of the Council, nor do I see
<br />that there was any necessity of sending to Richmond such a large delegation or any delegation
<br />at the time most of the citizens went, inasmuch as the matter had been settled to the satisfac-
<br />tion of the city's representatives before the delegation'left for Richmond.
<br /> "If it was the desire of the Council to pay the expenses of any citizen who desired to ap-
<br />pear before the Committee in Opposition to the ~ater'~Bill," then notice to that effect should
<br />have been put in the papers.
<br /> "If the Council invited no citizen, then those who issued the invitations should bear ~he
<br />expense or it should be borne by the citizens who went to Richmond~ without an invitation.".

<br /> The reasons of the Mayor for his disapproval of the appropriation of $399.57 having been
<br />~eff~, the Chair put the question, "Shall the action of the body stand as. recorded, notwithstand-
<br />mng the veto of the Mayor to the contrary."
<br /> ?~ereupon, on motion of Mr. Brinson, the former action of the body was adhered to,
<br />and by the following vote:
<br /> Ayes--Hall, Benson, Hanvey, Dewson, Moore, Baker, Johnson,
<br /> Heath, Brinson, Reynolds, Withy, Tyler, Hawks, Hutehins, 14.
<br />
<br /> And for the disapproval of appropriation of $5,000.00 to the Board of Water Commissioners,
<br />which was allowed in the "budget" for 191~, he gave the following reasons:
<br />
<br /> "The appropriation of $5~000 to the Board of Water Commissioners, out of 'budget~: is dis-
<br />approved for the reason that there is no $5,000 now in the ~budget' for the use of the Board of
<br />W~ter Commissioners.
<br /> "This $5,000 item was vetoed by me and has not been passed over my veto, and is not, there-
<br />fore, in the 'budget~ and an appropriation can not be made to come ou~ of a fund that does not
<br />exist.
<br /> "i object ~o further appropriations to the Board of Water Commissioners until it can show
<br />to the Council that a municip~$ plant can be secured for the sum of $675,000.00.
<br /> "if it can not be secured for this sum, then the Council has no right to make further ap-
<br />propriations to the Board, or for municipal water-works, until the qualified voters authorize
<br />an expenditure in excess of the $675,000.00.
<br /> "When the Board of Water Commissioners can show that a municipal water-works can be estab-
<br />lished for the sum of $8~5,000, I will cheerfully, approve, and will-deem it my duty to approve,
<br />SUch appropriations as the Council may see fit to make out of any available funds.
<br />

<br /> Then, on motion, the appropriation of $5,000.00 for the Board of Water Commissioners
<br />was referred to the Finance Committee.
