Communications from the mayor. <br /> <br /> The Mayor returned his approval of the following matters adopted by the ~wo br~uches of <br />City Council Way 14-31st: <br /> <br /> $135.00 to'send the Inspector of Plumbing ~o a convention of plumbers to meet in St. Louis, <br />go. <br /> ~o~ maintenance, during the month of April, 1913, of the street ~zgh~s on Hzoh~ Ef- <br />fingham and County s~reets~ heretofore paid for by citizens. <br /> ~E63.39 to Almshouse Department, out of appropriation to Almshouse, to pay bills held up <br />by the Auditor because of !ack of appropriation for them or because they exceeded 1/13 of appro- <br />priation allowed for same. <br /> To allow the employees of the Sewerage Power House a ten day leave of ~osenoe yearly, with <br />pay. <br /> ~!~1.86 to Public ~ <br /> Proper~y Department, ou~ of appropriation to Public ?roper~y~ ~c pay bills <br />held up by the Auditor because of lack of appropriation for them or because they exceeded 1/13 <br />of appropriation allowed for same. <br />· (~zth C~ty ~tor e ), A ~equ~.o~ the ~us~ees .o~.~rz~n~s~C~.?cn to have sub-sur£ace.dra~n <br />p~pes ~o carry o~ wa~e~ ~njur~n~ ~nezr proper~y on.north siae o~ ~ythe street. <br /> ! copy of the report of the Committee appointed to investigate the "~erry Bill." <br /> <br /> And his disapproval of the following.~esolutions: <br /> To appropriate $6,948.4~ to pave Chest- <br />nut street~ from south side of Glasgow to south side of South; and $300,~B to cover cost of In- <br />spection~ Stakes~ &c., for same, out of the new issue of bgnd~. <br /> $5,000.00 to meet expenses of the Board of Water Commisszoners for the year 1913. <br /> $7~500.00 to extend Dinr~ddie street ~buthward to Fifth, out of anticipated receipts from <br /> sale of bonds as provided in the budget for 1913. <br /> <br /> With regard to disapproval of resolutions to appropriate $6~948.43 to pave Chestnut street, <br />$300.85 to cover cost of Inspection, Stakes~ &c., for same, and $7,500.00 to extend Dinwiddze <br />street, he gave the following reasons: <br /> <br /> ~I :~dlsapprove of the appropriations of $6,946~43 and $300.83 and $7,500.00 in anticipation <br />of the sale of bonds~ because the city has already expended over SB~,000. for paving, which should <br />have been paid for out of the proceeds of sale of bonds, and it is not good business to continue' <br />this practice because it is apt to result in the city being forced to sell bonds at a price .that <br />would be lower than it would be if the bonds did not have to be sold. <br /> <br /> ~;a~r Commissioners <br /> And for the disspproval of $5,000.00 to meet expenses of the Board of ~ ~o <br />for the curren~ year~ he gave the following reasons: <br /> <br /> "I disapprove of the appropriation of $5,000.00 ~o meet expenses of the Board of Water Com- <br />missioners~ because the Council, in my opinion, has no right to make such an appropriation, un- <br />,ess a munzcipal wa~er supply works can be obtained for $675~000 or less. <br /> "The Board of Water Commissioners have had ample time to give to the ConAcil data obSained <br />from engineers, showing what it would OQSt to build the necessary works and lay the necessary <br />piRe from the nearest knov,m source, which source is well kno¥~n to be'Lake Drummond. If a sup- <br />ply can not be obtained from the neares~ source for $875,000~ it surely can no~ be obtained from <br />a source f~rther away. <br /> <br />(For passage of said resolutions over the Mayor's veto see Page 95). <br /> <br />Fourth. Reports of Officers and other unf£nish~d business. <br /> <br /> The re~aiar reports of Officers for May, 1913 were presented and were ordered to take the <br />usual course. <br /> (~. Smith, Architect for the "l~unicipa~ Building,~ in which <br />he adviseda modification of certain details in the plans for heating said building. <br /> The 0hairman of the Public Property 0ommittee explained the matter and said that the change <br />in manner of heating had been approved by his Co~ittee. Re stated further that, while the pro- <br />posed change will cost about $300.00~ there will ba needed no further appropriation f~r the build- <br />ing, and he asked that said amoun~ be allowed. <br /> On motion, an appropriation of $~00.00 was ~llowed for the purpose~ and by the follow- <br />ing vote: <br /> Ayes--Hall~ Benson, moore, Johnson~ Heath~ Brinson, Reynolds, Tyler, Hawks, <br /> Hutchins, 10. <br /> <br /> <br />
