<br />nut street~ from south side of Glasgow to south side of South; and $300,~B to cover cost of In-
<br />spection~ Stakes~ &c., for same, out of the new issue of bgnd~.
<br /> $5,000.00 to meet expenses of the Board of Water Commisszoners for the year 1913.
<br /> $7~500.00 to extend Dinr~ddie street ~buthward to Fifth, out of anticipated receipts from
<br /> sale of bonds as provided in the budget for 1913.
<br />
<br /> With regard to disapproval of resolutions to appropriate $6~948.43 to pave Chestnut street,
<br />$300.85 to cover cost of Inspection, Stakes~ &c., for same, and $7,500.00 to extend Dinwiddze
<br />street, he gave the following reasons:
<br />
<br /> ~I :~dlsapprove of the appropriations of $6,946~43 and $300.83 and $7,500.00 in anticipation
<br />of the sale of bonds~ because the city has already expended over SB~,000. for paving, which should
<br />have been paid for out of the proceeds of sale of bonds, and it is not good business to continue'
<br />this practice because it is apt to result in the city being forced to sell bonds at a price .that
<br />would be lower than it would be if the bonds did not have to be sold.

<br /> And for the disspproval of $5,000.00 to meet expenses of the Board of ~ ~o
<br />for the curren~ year~ he gave the following reasons:
<br />
<br /> "I disapprove of the appropriation of $5,000.00 ~o meet expenses of the Board of Water Com-
<br />missioners~ because the Council, in my opinion, has no right to make such an appropriation, un-
<br />,ess a munzcipal wa~er supply works can be obtained for $675~000 or less.
<br /> "The Board of Water Commissioners have had ample time to give to the ConAcil data obSained
<br />from engineers, showing what it would OQSt to build the necessary works and lay the necessary
<br />piRe from the nearest knov,m source, which source is well kno¥~n to be'Lake Drummond. If a sup-
<br />ply can not be obtained from the neares~ source for $875,000~ it surely can no~ be obtained from
<br />a source f~rther away.

<br /> A communication was read from B. F. Smith, Architect for the "l~unicipa~ Building,~ in which
<br />he adviseda modification of certain details in the plans for heating said building.
<br /> The 0hairman of the Public Property 0ommittee explained the matter and said that the change
<br />in manner of heating had been approved by his Co~ittee. Re stated further that, while the pro-
<br />posed change will cost about $300.00~ there will ba needed no further appropriation f~r the build-
<br />ing, and he asked that said amoun~ be allowed.
<br /> On motion, an appropriation of $~00.00 was ~llowed for the purpose~ and by the follow-
<br />ing vote:
