R, C, P. <br /> <br />123 <br /> <br />September I0, 1912. <br /> <br />net of selection of paid men of the Fire Department, was adopted, after some discussio~ of same. <br /> In regard to the section relative to the segregation of the races, Mr. Johnson wanted to <br />know how long <br /> the proposed "segregation ordinance~ had been in the han~o ^* the Ordinance Com- <br />mittee. The Chairman of the Commzttee exp&azned that the matter had been difficult to handle, <br />owing to several propositions connected with it, <br /> After some further discussion of tha matter, Er. Hall moved that the proposed ordinance be <br />~e~ef~rred-to-the Committees with City Attorney, and that the Cormmittes be instructed to bring <br />in an estimate relative to cost of arranging the ordinance in such shape that same can come up <br />for adoption. The motions were adopted. <br /> <br /> On motion, the recommended ordinance allowing street hands ten days leave <br />pay, out of twelve consecutive months of continuous employment, was ordered to <br />for thirty days. <br /> <br />of absence with <br />lie on the table <br /> <br /> Then, the report of the Committees as amended, was adopted. <br /> <br /> Police-- Hon. Common Council. <br /> Gentlemen:~ Your Police Committee respectfullF reports having <br />advertised for bids to suppt? the City with a patrol wagon and have received the following bids <br /> <br />therefor: <br /> The Peerless Motor Oar. Co~mpany, of Cleveland, 0 .......... $4,600.00. <br /> Alsop Motor Co.~ of'Richmond, Va ........ <br /> <br /> Rech-Marbaker 0o.¢ of Philadelphia, Pa .................. 2,200.00. <br /> 2~500.00 <br /> A.Wrenn & 80ns~ ~n¢. being the lowest bidder for the patrol wagon and they being otherwise <br />satisfactory to the Con, nitres, it is recommended that award for s~me be made to that firm, pro- <br />vided the wagon and material used be satisfactory to the Committee. <br /> <br /> The r~port having been read, <br />was referred to Finance Committee. <br /> <br /> First. <br />dermen for <br /> <br /> (Signed). C. <br /> <br />on motion, the appropriation necessary for the patrol wagon <br /> (Mr. Reynolds excused from further attendance). <br /> <br />UNFINISHED BUSINESS. <br /> <br /> Matters ad.pted by the Common Council August lSth and referred to the Board of Al- <br />concurrence. <br /> <br /> To authorize the Presidents of th~ two branches to appoint three delegates to attend the <br />League of American Municipalities at Buffalo, September 18-19-BOth; and to appoint five dele- <br />ga~es to attend the League of Virginia Municipalities at Alexandria, September l?-lSth; and to <br />refer to Finance Committee an appropriation to cover same. <br /> <br /> To exempt the Park View fire company from payment of a license tax on a carnival to be held <br />by said Company September 9-i4th. <br /> <br /> To require all ordinances, submitted for adoption to be laid on the table for thirty days, <br />and that the Clerk place in the hands of each Councilman a copy of. pending ordinance as early as <br />practicable after the meeting a~ which it is presented. <br /> <br /> To instruct the Public Property Com~nittee to go ahead with work of lowering floor at the <br />Annex fire engine house, pending an additional appropriation of $100.00 for same. <br /> <br /> To instruct the City Attorney to give hie opinion as to the legality of appointing a Board <br />of Arbitrators to settle the disputed ~estion as to who should pay for ren~ of water hydrants <br />in the Sixth and Seventh Wards. <br /> <br /> To instruct the Chief of the Fire Department to ascertai~ whether the hose of the Union and <br />Annex fire companies is in serviceable condition. <br /> <br /> To authorize the Fire Co~mittee to dispose of a balky horse at the Annex fire engine house. <br /> <br /> To instruct the City Engineer to install the sewerage system on Randoloh street, between <br />Second and Third~ out of appropriation already allowed for same. ' <br /> <br /> To refer to Finance Committee to provide for an appropriation for a representative at the <br />15th International Congress on Hygiene and Demography to be held in ~ashington Septem~er B3-$Sth. <br /> <br /> To authorize the Treasurer to renew notes to amount of $76~000.00, due September 15, 1912. <br /> All of the above were concurred in. <br /> <br /> The Board concurred also in all recommendations of Committees adopted~by the Com~non <br />Council.Augus~ l~-ZOth. <br /> <br /> Second. Matters adopted by the Board of Aldermen August ZOth and referred to the Common <br />Council for concurrence. <br /> <br /> To make award to Lorenzo Cart tO lower'the floor at the Annex fire engine house. <br /> <br /> To allow the Union Fire Company to attend the Virginia State Firemen's Association to be <br />h~ld August ~7-2~-~9th. <br /> <br /> <br />
