August 23, 1994 <br /> <br /> 2. Paragraph 5 of the Articles of Incorporation of the <br />Authority is hereby amended to read as follows: <br /> <br />"5. The Sports Authority of Hampton Roads, Virginia, is created <br />for the acquisition, construction, equipping, financing, <br />maintaining and /or operating of one or more "projects" as <br />defined in the Public Recreational Facilities Authorities Act, <br />Chapter 29, Title 15.1, Code of Virginia of 1950, as amended <br />(Section 15.1-1271, e__t seq.), as the members of the Commission <br />of the Authority may, from time to time, by resolution, <br />undertake." <br /> <br /> 3. Except as herein amended or modified, the Articles of <br />Incorporation of the Authority shall remain in full force and <br />effect and are hereby ratified and confirmed. <br /> <br /> 4. This resolution shall take effect on the date of its <br />adoption." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />94-345 - Letter from the City Manager recommending adoption of a <br />motion to transfer $106,075 from the Grants Contingency Account <br />to fund the Intensified Drug Enforcement Assistance Program for <br />FY 95. <br /> <br /> "The Department of Criminal Justice Services has approved <br />an Intensified Drug Enforcement Assistance (IDEA) grant in the <br />amount of $100,771 for the Commonwealth Attorney's Office. This <br />grant requires a local cash match of $5,304. <br /> <br /> The overall increase in the crime rate has resulted in high <br />case loads for both the Commonwealth Attorney's Office and the <br />Police Department. Consequently, this grant award will allow <br />for the hiring of a full-time prosecutor, a police officer, and <br />a secre=ary for drug cases with a priority in the seizure and <br />target profits generated through drug transactions and staffing <br />assistance as necessary. <br /> <br /> I, therefore, recommend the transfer of $106,075 from the <br />Grants Contingency Account to fund this program." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to <br />transfer $106,075 to fund the Intensified Drug Assistance <br />Program for FY 95, and was adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Pitts, Martin, Robinett, Webb <br />Nays: None <br /> <br />NEW BUSINESS <br /> <br />94-346 Mr. Clemons offered the following nominations for <br />appointments to the following Board and Commissions: <br /> <br />Portsmouth Redevelopment ~n~ Housing Authority <br /> <br />Diane Griffin to be appointed to fill an unexpired term ending <br />September 1, 1996, replacing Sandie Lee Sprinkle. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to close <br />the nominations, and there being no further nominations, the <br />above were approved by unanimous vote. <br /> <br />94-347 - Items Submitted by Council Members <br /> <br />(a) Request by Mr. Martin to the City Manager to explore the <br />possibility of updating the telephone message systems within the <br />City Hall telephone netW6~k,li~i!!!~ <br /> <br /> <br />
