<br /> of American Municipalities, which was held in Buffalo, September 18-1S-BOth, beg leave to report:
<br /> "Thaz they attended the Convention, arriving there in time fo~ the first session, which was
<br /> held on Wednesday, Septembe~ 18th, at 10:SO A. M. ~ud that they 'attended every session of the
<br /> Convention. ~
<br />
<br /> "There were representatives from States as far Eas~t as Massachusetts; West, as California;
<br /> North, as~ ~anitoba, Canada; and South, as Texas. Your Committee were accorded a cordial reoept-
<br /> ion~ and Portsmouth was favorably mentioned for the interest manifested by her -i~ sending dele-
<br /> gates to the Convention. We were much impressed by no~ only the character of the various dele-
<br /> gations, but with the zeal they manifested in. the speeches made and questions propounded. They
<br /> appeared to be men of affairs, well acquainted with business as well as civic life, and were
<br /> deeply in earnest in the discussion of the questions presented.
<br /> "The following subjects were discussed, on which able papers were read: "Relation of the
<br /> Library to the City;" "Civic AwakeningS" "Importance of the City to Eodern Society;" "City
<br /> Charter and the Short Ballot;" "Lowell's Experiences under Commission Government;" "City Play
<br /> Grounds;" "The Operation of a City Lighting Plant;." "Sewerage of a City;" "Incinerator;"
<br /> "City Water Works."
<br /> "Nearly a~ of ~these ~were freely and fully discussed, some in a most able manner; and valu-
<br />able ideas were gathered by yourCommmttee,' which they think will be of benefit to our City.
<br /> "The i~ea of securing the most useful information from the discussions that might prove
<br />helpful to their respective cities, seemed to be the desire of those present. ~any questions
<br />asked along the lines of subjects above mentioned lead us to this conclusion.
<br /> "We were also impressed with this thought- The necessity of the c~ities becoming mer~oers
<br />of the League and attending the conventions. Not only will t~se who attend gain valuable in-
<br />formation, but the City represented is thus more widely and favorably known f~han before. The
<br />Chairman of our Street Committee has already received communications from the West ~bout our
<br />incinerator plant; and the Chairman of your Finance Committee has received letters from Mani-
<br />toba: Canada, and Newark, N. J.
<br /> "In these days of progress and forward movements, the City that fails .to take every legi-
<br />timate opportunity to advertise herself~ in the judgment of ~this Committee, makes a serious mis-
<br />take. The City of E. St. Louis senm 14 delegates, and the delegates from every section with
<br />whom we conversed were "Boosters. . WeI beg to recommend that a larger delegs~tion be sent to the
<br />Convention nex~ year: that necessary steps be ts-ken to have printed some advertising matter,
<br />s~uch as booklets, pamphlets, &c., setting forth Portsmouth, her advantages, shipping facilities,
<br />go.,' that we may be in line with those other, cmties· who are there advantageously advertising
<br />their cities to the world.
<br /> · We would not conciu~e ~this report without expressing mOUr regreZ that our Mayor was pre-
<br />vented from attending this Convention. ~lany cities wer~ ~epresented by the Chief Executive of
<br />the City, and we feel that our City is the loser by reason of b~is absence.

<br /> Following this report, Messrs. Hall and Hawks~ delegates to the League a~B~ff&lo~mad~
<br /> some isteresting and instructive remarks concerning proceedings of this convention; and Messrs.
<br /> Brinson, Tyler and Hanvey also made verbal report of proceedings of convention 'of League .of A-
<br />~merican Municipalities; and their remarks were well received ~y this body.
<br /> On motion, the report of the Committee to League 8f American Municipalities was order-
<br /> ed to record.
<br /> In connection with said'reports: Mr. Tyler moved to refer to Finance Committee to con-
<br /> sider the advisability of getting up notices of the City in pamphlet form, advertising the City
<br /> at these annual conventions. The motion was adopted.
