harness belonging to M~'. Miller, which were damaged by a collision with the Hook & Ladder
Ne report' that we have fully investigated this matter, and the evidence w~$ to the ef-
fect that Mr. Miller's bugzy with horse attached was in proper position, in accordance with the
Traffic Ordinance, with an attendant, in addition to the horse being tied. The Hook and Ladder
truck in responding to an alarm of fire on December 19th, ran into the rear of buggy, demolish-
in~ it, destroying harness and injuring horse. The evidence is to the effect that this accident
was brought about through the fact that the engine of No. E Company was ahead of the truc~: and
for some reason slackened its pace. The truck could not be stopped, and rather than run into
the engine,'injuring or killing some of the attendants, besides injuring the engine, the driver
Mr. Harmon thought he could escape a collision with either the engine or the.buggy, but he did
not clear the buggy,
We find no fault attached to Mr. Miller, or his a~ents, but that the collision was
brought about as stated above, and the damage was done by the City's apparatus; and we recommend
that a special appropriation of ~$00..00 be made to re-imburse Mr. F. Ho Miller on account of
three'damages' (Signed). Chas. J. Withy,
