The Auditor reported the following bills held up by him, because of-lack of appropriation for them or ~ecause.they exceeded, i/12 of appropriation allowed for same: Public Property, $?3. ~5; Police~ $2?4.50, Sixth Ward, $834.75. . On 'motion, the bills were referred to Finance Committee. A request was read from the Treasttrer ~o borrow $~0,000.00 for General Expenses and$5,000~ for School Expenses, for April, 1913, and the request was referred to Finance Committee. A communication was re~eived from the Board of Health in' regard to a bill of Dr. J.. T. Jar- rett ~o ~mmount of $tS.00,for vaccination and viewing two bodies, Nhich bill was referred to ~aid Board by Council. On motion, the matter ~as referred to th~ Finance Committee. A request was received from-the Park View Fire Co. for permission to hold a ~arnival on the "Phillips-Mahoney,, tqt for one week between April 14th and May 5th~ and to be exempted from payment of a license tax on same. On motion, the request was granted. ~_ A communication' was received from the SuD~rint~n~en~ of Public Schools, in which he'notified the Council of the expiration of terms of.office of~certain members on the School Board on Epril 4th, and said election was referred to a Joint Sessio~ of the two branches. A communication was read from the 6aehie~ of t~e Bank of Portsmou-t~h, in.which he stated that an aoolic~tion for a $10~000~00 loan for the Czty, made through the Chazrman of the Fznance Committee', was presented to the Board of Directors of said Bank on February 19th and grante~ provided the~oan is oronerly approved by the City Council. On motion, the loan was a~roved and the communication was ordered t~ file. A request of the Board of Water Commissioners for an additional anpronriation of $15,000.00 for the Board of Water Commissioners was referred to Finance Committee. Mr. Johnson moved to refer t~ Fire Committee the advisability of nlacing a fire-alarm box in each of the Public School buildings in the City. The motion was adopted. B7 the same, to authorize the Fire Committee new work on fire-alarm telegraph system. On motion,_ the authority was granted. to advertise for bids to suoplymaterial for B7 the same, to authorize the Cemetery Committee to advertise for bids to whitewash the cemetery walls;~and the authority was granted. M~r. Hawks offered the following resolution: "Resolved. That a Committee of Five, consist- ing of ~hree from this body and two from the Board of Aldermen, with the Vice-President of this body as Chairman of the joint Committees. be aoDointed to take such immediate action as may be necessary in an effort to secure the general of~ce building of' the Seaboard Air Line Railway for this City.
