Sept~er 12, 1994 <br /> <br /> At the Public Hearing Meeting of the City Council held on <br />Monday, September 12, 1994, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, James C. Hawks, James T. Martin, Cameron <br />Pitts, P. Ward Robinett, Jr., C. W. McCoy, Assistant City <br />Manager, Stuart E. Katz, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> The Mayor called the meeting to order and welcomed all in <br />attendance. <br /> <br />94-353 Public Hearing on rezoning, group housing permit, use <br />permit applications and a code amendment and the Comprehensive <br />Plan: <br /> <br />(a) Z-94-06 <br /> <br />CHURCHLAND NEIGHBORHOOD - Rezoning application of <br />River Pointe Associates to modify a condition to <br />allow the development of condominium units on <br />property to the west of River Pointe Parkway and <br />south of West Norfolk Road. <br /> <br />William E. Uebelhoer, 3143 Magic Hollow Blvd., spoke in favor <br />of the application. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Pitts, to concur <br />with the recommendation of the Planning Commission, that <br />Z-94-06 be approved, and was adopted by unanimous vote. <br /> <br />(b) GHP- 94-02 <br /> <br />CHURCHLAND NEIGHBORHOOD - Group Housing project <br />application of River Pointe Associates for <br />single-family condominium development on property <br />to the west of River Pointe Parkway and south of <br />West Norfolk Road. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to concur <br />with the recommendation of the Planning Commission, that <br />GHP-94-02 be approved, and was adopted by unanimous vote. <br /> <br />(c) UP-94-11 <br /> <br />HIGHLAND-BILTMORE NEIGHBORHOOD - Use permit <br />application of Ms. Sarah Grant to use 3720 Deep <br />Creek Boulevard for a residential adult care <br />home. <br /> <br />Councilman James Martin abstained from voting because he <br />previously represented Mrs. Grant. <br /> <br />R. W. Brinson, 14 Maupin Avenue, spoke in opposition to the <br />application. <br /> <br />Robert Lawrence, 245 Beacon Road, representing the Highland <br />Biltmore Civic League, spoke in opposition to the application. <br /> <br />Rev. Kevin Wilson, 101 Wright Avenue, representing the Highland <br />Baptist Church, spoke in opposition to the application. <br /> <br />Sarah Grant, 410 Avondale Road, spoke in favor of the <br />application~ <br /> <br />Marvin Grant, 410 Avondale Road, spoke in favor of the <br />application~ · <br /> <br />Windell Green, 925 Brlndle Way, Chesapeake, spoke in favor of <br />the application. <br /> <br /> <br />
