September 12, 1994 <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Griffin, to <br />concur with the recommendation of the Planning Commission, that <br />UP-96-11 be approved, and was adopted by a vote of 6-0-1 (Martin <br /> Abstained). <br /> <br />(d) UP-96-12 <br /> <br />PORT NORFOLK NEIGHBORHOOD - Use permit <br />application of the Port Norfolk Pentecostal <br />Assembly to use 353 Mt. Vernon Avenue for Church <br />activities. <br /> <br />Pastor Ira Moore, 205 Kelly Drive, spoke in favor of the <br />application. <br /> <br />Tom Henderson, 458 Maryland Avenue, spoke in favor of the <br />application. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Robinett, to <br />concur with the recommendation of the Planning Co=~ission, that <br />UP-94-12 be approved with the condition that the property be <br />placed in compliance with the city building and environmental <br />codes within six months or the use permit will be revoked, and <br />was adopted by unanimous vote. <br /> <br />(e) CP-96-01 <br /> <br />COMPREHENSIVE PLAN AMENDMENT - Comprehensive Plan <br />Amendment to the Community Facilities Chapter to <br />designate a jail location in the Hattonsville <br />Area near Ballard Street. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Hawks, to concur <br />with the reco~endation of the Planning Commission, that <br />CP-94-01 be approved, and was adopted by a vote of 5-2 (Clemons, <br />Griffin). <br /> <br />(f) CA-94-14 <br /> <br />CITY CODE AMENDMENT - Zoning Ordinance Code <br />Amendment to provide for a use permit requirement <br />for Jails and Correctional Facilities. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Hawks, to concur <br />with the recommendation of the Planning Commission, that <br />CA-96-16 be approved, and was adopted by a vote of 5-2 (Clemons, <br />Griffin). <br /> <br />UNFINISHED BUSINESS - <br /> <br />94-197 Public Hearing on a rezoning application: <br /> <br />(a) Z-94-02 <br /> <br />HIGHLA!N-D BILTMORE NEIGHBORHOOD - Rezoning <br />application of Daniel L. Holland for property at <br />2612 Elliott Avenue, deferred from the Public <br />Hearing on June 13, 1994. <br /> <br />Janet Salas, 213 Beacon Road, spoke in opposition to the <br />application. <br /> <br />Robert Salas, 213 Beacon Road, spoke in opposition to the <br />application. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Hawks, <br />with the recommendation of the Planning Commission, <br />be denied, and was adopted by the following vote: <br /> <br /> to concur <br />that Z-49-02 <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitt, Robinett, Webb <br />Nays: None <br /> <br /> <br />
