<br /> "This ordinance repeals an ordinance which compels the owners Of any premises or unimproved
<br /> lots in putting new laterals or repairing old laterals connecting with the Water Works to use
<br /> three-fourth~i~ch lead pipe.
<br /> "I see no Just reason why this ordinance should be adopted. The reason assigned for its
<br />passage is to relieve the a~uttmno properties on High Street from the cost of lead p~pe connec-
<br />tions with the water mains, as there is a probability of the city's water plant bein~ in opera-
<br />tion within the coming two years.
<br /> n~se r~asons are not suff~cm~nt, to my mind, to repeal an ordinance which has been en-
<br />force~ on the many and now desired to be reserved for the few.
<br /> "Th~ insti~ting of lead pipe laterals on High Street entails a cost of four dollars ad-
<br />ditional on the short side and ten dollars additional on the long side of the street, and when
<br />we consider that the Portsmouth, Ber~ley & Suffolk Water Contract has about seven years longer
<br />to run, it'doels not appear to me that any one would b~ auffering a hardship from this slight ex-
<br />ceos of cost. Besides, it is poiEted out that~the life of the lead pipe ~s so much longer and
<br />the service immeasurably b,t-ter.
<br /> "Have .you a ~arante? that when a municipal plant is established Rroperty owners on upper
<br />High Street will become water takers?
<br /> "As to the eleetrolytical effect on the pipes my information is that there is no difference
<br />between lead and iron; and further, if the trolley rails ~re properly bonded we would not have
<br />electrolysis in, connections with water laterals.
<br /> "On every streetiWhere there is a permanent pavement the pr~visions of the lead pipe ordi-
<br />nance have been enforced, and justly so, and I see no good reasons why they should not continue
<br />in force.
