'September 13, 1994 "A RESOLUTI°N APpRovING THE EMERGENCY OPEP, ATIONS PLAN OF THE CITY OF PORTSMouTH, VIRGINIA. WHEREAS, the Council of the City of Portsmouth, Virginia, recognizes the need for a planned response to extraordinary emergency situations; and WHEREAS, the Emergency Services and DiSaster Law of 1973 requires that the State and each county and city within the state develop and maintain a current Emergency Operations Plan (EOP); and WHEREAS, the Virginia Department of Emergency Services has received and approved the local Emergency Operations Plan; and WHEREAS, the Federal Emergency Management Agency, which partlally funds the Emergency Services and Communications Department also requires official approval of the EOP by City Council. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Council does hereby approve the Emergency Operations Plan developed by the Emergency Services Coordinator for the City of Portsmouth, Virginia. BE IT FURTHER RESOLVED that the Council of the City of Portsmouth authorizes the City Manager to submit this plan and any other information requested as a condition of continued Federal Emergency Management Agency funding.,. Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None 94-366 - Letter from the City Manager recommending adoption of a motion to transfer $30,000 from the Grants Contingency Account to purchase equipment and supplies necessary to handle a Level III Hazardous Materials incident in Southside Hampton Roads. "The Department of Emergency Services Hazardous Materials Grant provides funds to purchase equipment and supplies necessary to handle a Level III Hazardous Materials Incident in Southside Hampton Roads. Funds in the amount of $30,000 for fiscal year 1994-95 have been received, and Chief Donald Newberry has justified its use for materials and supplies needed by the Southside Regional Hazardous Materials Team. I, therefore, recommend that $30,000 be transferred from the Grants Contingency Account for the hazardous materials program." Motion by Mr. Pitts, and seconded by Mr. Clemons, to tranfer $30,000 to purchase equipment and supplies necessary to handle a level III Hazardous Materials incident, and was adopted by the following vote: Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None - NEW BUSINESS - 94-367 - Mr. Clemons offered the following nominations for appointments to the following Boards and Commissions: Commissmon of Architectural Review for Cradock/ Old~ Towne/Truxton Mark D. Dignard to be appointed to fill an unexpired term ending May 1, 1995, replacing Diane P. Griffin.
