'September 13, 1994 <br /> <br /> "A RESOLUTI°N APpRovING THE EMERGENCY OPEP, ATIONS PLAN OF <br />THE CITY OF PORTSMouTH, VIRGINIA. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />recognizes the need for a planned response to extraordinary <br />emergency situations; and <br /> <br /> WHEREAS, the Emergency Services and DiSaster Law of 1973 <br />requires that the State and each county and city within the <br />state develop and maintain a current Emergency Operations Plan <br />(EOP); and <br /> <br /> WHEREAS, the Virginia Department of Emergency Services has <br />received and approved the local Emergency Operations Plan; and <br /> <br /> WHEREAS, the Federal Emergency Management Agency, which <br />partlally funds the Emergency Services and Communications <br /> Department also requires official approval of the EOP by City <br /> Council. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the Council does hereby approve <br />the Emergency Operations Plan developed by the Emergency <br />Services Coordinator for the City of Portsmouth, Virginia. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of <br />Portsmouth authorizes the City Manager to submit this plan and <br />any other information requested as a condition of continued <br />Federal Emergency Management Agency funding.,. <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />94-366 - Letter from the City Manager recommending adoption of a <br />motion to transfer $30,000 from the Grants Contingency Account <br />to purchase equipment and supplies necessary to handle a Level <br />III Hazardous Materials incident in Southside Hampton Roads. <br /> <br /> "The Department of Emergency Services Hazardous Materials <br />Grant provides funds to purchase equipment and supplies <br />necessary to handle a Level III Hazardous Materials Incident in <br />Southside Hampton Roads. Funds in the amount of $30,000 for <br />fiscal year 1994-95 have been received, and Chief Donald <br />Newberry has justified its use for materials and supplies needed <br />by the Southside Regional Hazardous Materials Team. <br /> <br /> I, therefore, recommend that $30,000 be transferred from <br />the Grants Contingency Account for the hazardous materials <br />program." <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to <br />tranfer $30,000 to purchase equipment and supplies necessary to <br />handle a level III Hazardous Materials incident, and was adopted <br />by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />- NEW BUSINESS - <br /> <br />94-367 - Mr. Clemons offered the following nominations for <br />appointments to the following Boards and Commissions: <br /> <br />Commissmon of Architectural Review for Cradock/ Old~ <br /> <br />Towne/Truxton <br /> <br />Mark D. Dignard to be appointed to fill an unexpired term ending <br />May 1, 1995, replacing Diane P. Griffin. <br /> <br /> <br />
