,~,,~ SeDtember 13,~t99 <br /> <br /> WHEREAS, public-notice~was given, as required by law, of <br />the City's desire to place signs establishing "No Wake" zones <br />in the above identified areas, and a public hearing was held by <br />the Council. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia that the City Manager be, and hereby <br />is, directed to make application to the Commonwealth of <br />Virginia Department of Game and Inland Fisheries and to do <br />those things that are necessary to create "No Wake" zones in <br />all those certain portions of the Elizabeth River situated in <br />the City of Portsmouth, Virginia, and designated as dotted <br />areas, on that certain exhibit entitled "Exhibi~ Showing No <br />Wake Areas," dated June 3, 1994, Exhibit being attached hereto <br />and made a part hereof, and those certain areas~being bounded <br />and described as follows: · <br /> <br />Area One <br /> <br /> Beginning on the north shore of the Western Branch of the <br />Elizabeth River where the former West Norfolk Bridge intersects <br />with mean low water; thence south to the south end of the <br />aforementioned bridge; thence southwest 3,000 feet, more or <br />less, to DBN (Day Beacon) 7; thence southwest along the south <br />channel boundary of the aforementioned river 1,170 feet, more <br />or less, to DBN 9; thence west 700 feet, more or less, to where <br />the east projection of Hatton Point Road would intersect with <br />mean low water of the Western Branch of the Elizabeth River. <br /> <br />Area Two <br /> <br /> Ail of that certain portion of Scotts Creek located west <br />of DBN I as shown on the aforementioned Exhibit. <br /> <br />Area Three <br /> <br /> Beginning on the west shore of the Elizabeth River at a <br />location known and designated as "Hospital Point"; thence <br />southeast 750 feet, more or less, to LB (Lighted Buoy) 36 <br />located at the west boundary of the channel in an area of the <br />aforementioned river known and designated as "Towne Point <br />Reach"; thence south meandering along the centerline of the <br />channel of the Elizabeth River to a point perpendicular to the <br />northern boundary line of the Norfolk Naval Shipyard located in <br />Portsmouth, Virginia." <br /> <br />Ayes: Clemons, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: Griffin <br /> <br />94-365 Letter from the City Manager recommending adoption of <br />a resolution to re-adopt the Emergency Operations Plan (EOP}. <br /> <br /> "The State of Virginia Department of Emergency Services <br />requires the re-adoption of the Emergency Operations Plan <br />following an update. The plan has been updated, but has not <br />been re-adopted since 1987. <br /> <br /> I, therefore, recommend your adoption of the attached <br />resolution which is required to remain in compliance." <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to adopt <br />the following resolution, and was adopted by the following <br />vote: <br /> <br /> <br />
