SeDtemberi13, 1994 ~ ~ CITY MANAGER' S REPORT - 94-362 - Letter from the City Manager recommending adoption of a resolution supporting our UPARR grant application to complete rehabilitation of the Neighborhood Facility Recreation Center. "On July 26, 1994, you approved a resolution supporting a Urban Park and Recreation Recovery (UPARR) grant application for improvements to the Neighborhood Facility Recreation Center on Elm Avenue. The National Park Service (NPS) has requested that the resolution be clarified to reflect that the maximum grant ~unount which could be awarded by NPS is $42,847 not $61,210. However, with the 30% match from the City of $18,363, the total grant would be $61,210. I, therefore, recommend your approval of the revised resolution supporting the UPARR grant application." Motion by Mr. Clemons, and seconded Mr. Robinett, to adopt the following resolution, and was adgpted by the following vote: "A RESOLUTION SUPPORTING THE CITY OF PORTSMOUTH'S APPLICATION TO THE NATIONAL iPARK SERVICE FOR FUNDS TO IMPROVE THE NEIGHBORHOOD FACILITY RECREATION CENTER. WHEREAS, the City of Portsmouth operates the Neighborhood Facility Recreation Center located on Elm Avenue and same is a focal point for the City's Youth Against Drugs (YAD) Program; and WHEREAS, the YAD Program Ks directed youth who reside in the area and who have for constructive recreation; and towards the "at-risk" limited opportunities WHEREAS, the City's Department of Parks and Recreation has identified substantial improvements which are needed to make this facility more functional and attractive to its users; and WHEREAS, this application to the National Park Service is for a grant that could award a maximum of $42,847.00 to the City of Portsmouth to make this Capital Improvement to the Neighborhood Facility Recreation Center which grant would require the City to provide $18,363.00, which would be the City's 30% share on a total amount of $61,210.00. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that this project would be of significant benefit to many low income families and would vastly improve the City's aging and deteriorating Neighborhood Facility Recreation Center. BE IT FURTHER RESOLVED that the Council of the City of Portsmouth, Virginia, hereby endorses the final application for this grant and pledges to appropriate the City's 30% share of any grant awarded pursuant to this application by the National Park Service, and that Resolution 1994-26 adopted on July 26, 1994, is hereby repealed."
