SeDtemberi13, 1994 <br /> <br /> ~ ~ CITY MANAGER' S REPORT - <br /> <br />94-362 - Letter from the City Manager recommending adoption of a <br />resolution supporting our UPARR grant application to complete <br />rehabilitation of the Neighborhood Facility Recreation Center. <br /> "On July 26, 1994, you approved a resolution supporting a <br />Urban Park and Recreation Recovery (UPARR) grant application for <br />improvements to the Neighborhood Facility Recreation Center on <br />Elm Avenue. The National Park Service (NPS) has requested that <br />the resolution be clarified to reflect that the maximum grant <br />~unount which could be awarded by NPS is $42,847 not $61,210. <br />However, with the 30% match from the City of $18,363, the total <br />grant would be $61,210. <br /> <br /> I, therefore, recommend your approval of the revised <br />resolution supporting the UPARR grant application." <br /> <br /> Motion by Mr. Clemons, and seconded Mr. Robinett, to adopt <br />the following resolution, and was adgpted by the following vote: <br /> <br /> "A RESOLUTION SUPPORTING THE CITY OF PORTSMOUTH'S <br />APPLICATION TO THE NATIONAL iPARK SERVICE FOR FUNDS TO IMPROVE <br />THE NEIGHBORHOOD FACILITY RECREATION CENTER. <br /> <br /> WHEREAS, the City of Portsmouth operates the Neighborhood <br />Facility Recreation Center located on Elm Avenue and same is a <br />focal point for the City's Youth Against Drugs (YAD) Program; <br />and <br /> <br /> WHEREAS, the YAD Program Ks directed <br />youth who reside in the area and who have <br />for constructive recreation; and <br /> <br />towards the "at-risk" <br />limited opportunities <br /> <br /> WHEREAS, the City's Department of Parks and Recreation has <br />identified substantial improvements which are needed to make <br />this facility more functional and attractive to its users; and <br /> <br /> WHEREAS, this application to the National Park Service is <br />for a grant that could award a maximum of $42,847.00 to the City <br />of Portsmouth to make this Capital Improvement to the <br />Neighborhood Facility Recreation Center which grant would <br />require the City to provide $18,363.00, which would be the <br />City's 30% share on a total amount of $61,210.00. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that this project would be of <br />significant benefit to many low income families and would vastly <br />improve the City's aging and deteriorating Neighborhood Facility <br />Recreation Center. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of <br />Portsmouth, Virginia, hereby endorses the final application for <br />this grant and pledges to appropriate the City's 30% share of <br />any grant awarded pursuant to this application by the National <br />Park Service, and that Resolution 1994-26 adopted on July 26, <br />1994, is hereby repealed." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br /> <br />
